Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Chief of Mission (CoM), administrative supervision of the Head of Sub Office - East, Southeast, Mediterranean (ESEM) Turkey Region and the direct supervision of Senior Programme Development Officer and in close coordination with the Regional Monitoring and Evaluation Officer, the successful candidate will be responsible and accountable for the Monitoring and Evaluation (M&E) activities of the International Organization for Migration (IOM) programmes specific to Turkey, in particular the Refugee Response Programme and Migration Management. S/he will coordinate with Whole of Syria (WoS) M&E Officer for synergy and consistency of goals, methodologies and tools.

S/he will work as a technical lead in providing M&E guidance, supervision and recommendations to ensure that the M&E systems meet the needs of programs and senior leadership. S/he will be expected to lead M&E system implementation including monitoring, Accountability to Affected Populations (AAP) initiatives, support assessments, M&E budgeting and recruitment. S/he will mentor country program staff and partners in M&E.

Core Functions / Responsibilities:

  1. Support programs on a Country Office (CO) level in the design and execution of donor compliant and context appropriate M&E, including M&E systems, M&E plans, including log frames, M&E frameworks and data collection tools for Turkey operations.

  2. Provide technical support to project managers at proposal development stage, in close coordination with Program Development Unit, in the development of, results matrix, and budgeting for M&E.

  3. Lead in tracking and reporting of project key performance indicators and production of M&E Reports such as Post Distribution Monitoring, baseline and evaluations etc.

  4. Draft, compile and/or review monitoring reports, analyze them and identify the causes of potential bottlenecks in project implementation and recommend necessary corrective actions; facilitate the regular sharing of M&E findings with relevant stakeholders in the CO and other IOM offices and departments, in the appropriate forum and in a timely manner.

  5. Coordinate and ensure compliance with quantitative and qualitative data collection for monitoring to provide relevant information for monitoring and evaluation of programme/project activities, and for complying with regular reporting requirements.

  6. Facilitate internal and external evaluation, prepare Terms of Reference (ToR) for evaluation, review data collection tools, coordinate with project team and evaluator to ensure that IOM standard templates and process are followed, review findings and support in the report finalization.

  7. Facilitate the management of internal evaluations, including supporting the planning, undertaking, and follow-up and use of internal evaluations.

  8. Liaise with internal and external M&E groups as well as with the Regional M&E Officer and with Office of the Inspector General (OIG)/Evaluation to keep abreast of current M&E practices linking to project development opportunities.

  9. Support development and implementation of safe, efficient, effective feedback and response mechanisms for receiving and processing of feedback for IOM, ensuring a two-way communication with beneficiaries.

  10. Contribute to the development of and organize regular training/learning, capacity building and mentorship sessions on M&E and AAP to project staff and partners to: (a) promote adherence to IOM M&E standards and approaches in accordance with IOM M&E Guidelines; (b) create greater awareness of reporting requirements; (c) encourage widespread use of appropriate data collection methods; (d) gather feedback regarding the effectiveness of these methods.

  11. Attend Supply Chain Management Coordination meetings to discuss implications of M&E findings to promote learning and encouraging the utilization of M&E results by programmes and support units.

  12. Manage, coordinate and supervise the daily activities and planning of M&E assistants, community feedback assistants, interns and supervision of consultants engaged in M&E processes.

  13. Undertake routine monitoring visits to project locations for activity and compliance monitoring plus verification.

  14. Review M&E reports from partners, M&E Assistants and consultants to ensure quality assurance.

  15. Encourage continuous learning for self and others regarding assessments and reports produced by other agencies and organizations. Contribute technical inputs for strategic planning of IOM programme activities.

  16. Maintain close working relationships with M&E counterparts from sister United Nations (UN) agencies including relevant international non-governmental organizations (INGOs) in Turkey.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Demography, Social Science, International Relations, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative), planning and implementation of M&E systems, facilitating learning- oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;

• Proven experience and competence in project development, quantitative and qualitative M&E methods, data analysis, reporting and understanding of contemporary trends and innovations in the field of Monitoring, Evaluation, Accountability and Learning (MEAL);

• Substantial experience in the data collection, analysis, design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;

• Proven experience in research is an asset;

• Proven experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing;

• Prior experience in working in a program is an asset;

• Experience supporting small-scale efforts promoting community resiliency, local capacity building, strategic communications and small-scale infrastructure rehabilitation is highly desirable;

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.

Skills

• Sound knowledge of development program planning and implementation objectives.

• Demonstrated ability to understand, develop and implement administrative and financial control procedures.

• Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobotoolbox, ODK and report writing.

• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
