POSITION SUMMARY
Americares sees the need to continue its work in Puerto Rico, moving to the next phase with the implementation of the Strive to Thrive program. It is a facility-centered approach that will focus on the needs of the health facility and tailor our offering to strengthen their health services for the vulnerable populations.

The Monitoring and Evaluation Manager (M&E) will establish and maintain effective monitoring systems and collect information about Americares Puerto Rico programs and organizational needs. The M&E Manager will be responsible for monitoring and evaluation systems for data exchange between program partners, Americares staff and headquarters. Responsibilities include implementation of data collection tools, accurate and timely data entry, and routine reporting to drive action-oriented decision making for Americares Puerto Rico Office. The M&E Manager will report to the Country Director.

JOB DUTIES AND RESPONSIBILITIES:
-Manage data for regular reporting on program progress, including data entry, data collection tools design and routine data summary reports.
-Seek ways to streamline the process and increase efficiency in gathering and using information.
-Implement, and where needed establish, systems to regularly capture essential program indicators.
-Work with Programs and Operations as assigned by Country Director, to measure program progress, quality assurance and program reporting; identify information gaps and work collaboratively to improve information collection and dissemination.
-Advise Assistance/Development Objective Teams and Senior Management in designing and planning for evaluations, special studies, and assessments.
-Produce reports demonstrating program results, including written narratives, qualitative and quantitative results, and supporting data.
-Collaborate in grants development as needed.
-Collaborate with research projects and summarize findings to inform effective and efficient implementation of all program components; may include gathering information from partner organizations, situational updates.
-Conduct periodic audits of data to check for accuracy and accountability
-Communicate with the respective members of Headquarter office in Stamford on issues related with monitoring and evaluation; and collaborate with headquarters’ M&E department the process for updating policy and procedure documents in the areas of monitoring and evaluation to align with the most current organizational policies and requirements.
-Support the development, writing, and dissemination of program outcomes in academic forums.
-Maintain accurate records and consistently ensure the confidentiality of information.
-Assist PR Senior Management in building local M&E capacities as needed
-Support recruitment process as needed to support M&E staffing requirements, working closely with Human Resources and the Country Director.
-Support field-based data collection, analysis and reporting for the LAC region.
-Represent Americares at appropriate professional forums
-Support during local disaster relief efforts.
-Establish and maintain effective work relationships with others.
-Perform other duties as assigned.

Qualifications:
-Bachelor’s degree required; advanced degree in public health, emergency management or related field an advantage and a minimum of (5) five years of experience
-Experience in data management required,
-Experience in disaster response and/or recovery programming preferred
-Demonstrate strategic thinking and analytical skills
-Experience with common survey approaches, needs assessments
-Familiarity with database design and other tools for information management; Excellent skills Access, Excel and Word; Power Point and SPSS preferred
-Experience utilizing and adapting mobile data collection software, familiarity with KoBo Toolbox an advantage
-Excellent oral and written communication skills and ability to effectively communicate technical material to both expert and lay audiences
-Strong organizational and time management skills
-Ability to travel independently throughout relevant region
-Valid US, Puerto Rico or international driver’s license and permission to work in US
-Fluency in written and spoken English and Spanish.
