UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life.

The overall objective of Göksu Taşeli Watershed Development Project (GTWDP), is to reduce rural poverty by supporting economic diversification through value chain development and sustainable natural resource management. 

The Project targets to increase farmers’ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains, through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes would include:

i)          sustainably increased farm productivity;

ii)         higher product prices received by smallholder producers.

The GTWDP would be implemented in selected villages of 11 districts of Konya and Karaman provinces of Central Anatolia. These districts are located in the Göksu sub-catchment, one of the four in the East Mediterranean Watershed. The Project area includes 238 villages that are situated in the mountainous parts of the 11 districts where the elevation varies between 600 m and 1 800 m. Each component would focus on elements of the identified value chains (VCs).

The GTWDP would include three components namely:

i)          Agricultural Productivity and Natural Resource Management;

ii)         Market Access Enhancement; and

iii)        Project Management

Ministry of Agriculture and Forestry (MOAF) has the overall responsibility for the management and the implementation of GTWDP. UNDP’s role is to support the project in dealing with flow of funds arrangement, recruitment of project staff, contracting of technical assistance, accounting, auditing and ensuring procurement of goods, civil works and services. The Project is co-funded and hence will be monitored, supervised and approved by International Fund for Agricultural Development (IFAD) (Financier).

Objectives of the Assignment

Under the supervision of LED Projects Coordinator and MoAF Surveys and Projects Department (SPD) of General Directorate of Agrarian Reform, the M&E Lead Specialist will develop and maintain the M&E System of the project and ensures that it feeds the department system with relevant information for progress assessment and decision-making. The lead will work closely with Provincial M&E Specialist to be recruited.

The M&E Lead Specialist is responsible for implementing project activities in a timely manner according to the project plans, relevant project documents/mission reports and UNDP´s programme procedures and delivering high-quality outputs in a variety of project implementation processes. 

The M&E Lead Specialist works in close collaboration with the LED Projects Coordinator and SPD M&E Unit to ensure smooth and timely management of inputs as well as other Project staff and Portfolio Manager to coordinate activities and seek synergies.

 

The M&E Lead Specialist is expected to assume the following tasks:

1. Data Collection, securing data backups, developing Monitoring Plan

  • Developing a Monitoring & Evaluation System with adequate indicators to monitor and report progress, performance and impact.
  • Preparing of detailed project Monitoring and Evaluation Manual complete with M&E Data collection tables, calendars and the methodology on how these tables and data will be collected,
  • Reviewing the logical framework, particularly indicators and monitoring mechanisms
  • Monitoring, recording and reporting quarterly, on physical progress of the indicators against Annual Work Plan and Budgets (AWPBs).
  • Documenting and collecting information on lessons learned, including case studies and special research.

2. Carrying out analysis, reporting, and identifying best practices

  • Preparing weekly, monthly, quarterly and yearly project Monitoring and Evaluation reports
  • Supporting the preparation of provincial annual work plan and budgets by the Provincial Project Management Unit (PPMU) and lead the consolidation of these inputs to the project AWPB.

3. Implementation of M&E System

  • Arranging regional level and project stakeholder’s review / validation workshops of the AWPB and ensure their submission to IFAD before year-end
  • Undertaking regular visits to the field to engage with provincial M&E Specialist and support implementation of the M&E System

4. Establishing new link and public relations

  • Leading the preparation of the annual report to submit to the Government, IFAD and other relevant bodies, in accordance with approved reporting formats and timing
  • Supporting targeting and gender activities in implementation, including providing technical assistance on gender issues, with respect to inclusion of women and youth, and ensure adequate awareness and activities in this respect, including during reporting.

5. Identifying best practices between partners

  • Designing and executing the baseline surveys, outcome survey at midterm, and impact assessment at completion
  • Supporting the MoAF Surveys and Projects Department of General Directorate of Agrarian Reform for the technical and logistic preparation of IFAD missions, and assisting the missions with relevant documentations.

Reporting Structure

The M&E Lead Specialist reports to the LED Projects Coordinator.

Performance Indicators for Evaluation of Results (Expected Outputs)

  • At least 85% of physical and financial delivery of the AWPB in areas of responsibility
  • Preparing detailed project monitoring and evaluation manual which M&E Data collection tables, calendars and methodology on how these tables and data collected will are prepared,
  • Setting up the Monitoring & Evaluation System which is set up and operational with the following: definition of the indicators, methods for measuring results, report and communication of results, data base development, integration of geospatial information to the data base (GIS), roles and responsibilities for data collection, analysis, reporting, development of templates and forms for data collection, training of actors
  • Weekly, monthly, quarterly and yearly project Monitoring and Evaluation reports were prepared
  • Preparing quarterly AWPB quality progress reports which are prepared and timely submitted to IFAD
  • Core studies / surveys at start up, midterm and completion are carried out.
  • Other related tasks assigned by MoAF.

Minimum Requirements

Assets

Education

  • Bachelor’s degree in Agricultural Economics, Statistics, Economics, Management, Rural Development, Engineering or a related field
  • Specific training in M&E is asset
  • Master’s degree in Agricultural Economics, Statistics, Economics, Management, Rural Development, Engineering is an asset

Experience

  • 8 years of work experience in planning, M&E and/or Management Information System (MIS) in government/donor programmes with knowledge of logical framework programmes and participatory systems
  • Certified training on M&E in internationally funded projects

Language Requirements

  • Excellent knowledge of English and Turkish.

 

Professionalism

  • Excellent quantitative, qualitative, analytical report writing and presentation skills
  • Ability to develop a monitoring system and capacity to carry out relevant field level verification with data validation tools

 

Computer Skills

  • Literacy at Microsoft Office Programmes in particular Excel, Windows-based applications

Knowledge of other M&E applications/statistical software packages (i.e. MS Access, SPSS or STATA), integrated web-based management systems, spreadsheets and databases.
