Overview: FHI 360 is seeking a Monitoring & Evaluation (M&E) Officer for its Infectious Disease Detection and Surveillance (IDDS) project in Cambodia. Started in 2018, IDDS is a five-year USAID-funded project with overall objective is to support Cambodia to (1) expand and improve the quality of the TB diagnostic network, (2) strengthen the TB diagnostic network in line with the priorities of the Government of Cambodia’s National TB Program, (3) continue working with the Community Mobilization Initiatives to End Tuberculosis (COMMIT) project in 10 underserved ODs and CENAT to develop, implement and expand interventions to achieve the following main results:

  • A functional real-time TB diagnostic digital information system that links laboratory test results with patient electronic registers and databases (TB-Management information system [MIS]) to monitor and analyse routine results and standard performance quality indicators.
  • Introduce new TB diagnostic tools like Truenat and the new generation 10 color GX modules to ease access to rapid drug susceptibility testing (DST).
  • Improve chest x-ray (CXR) reading and interpretation platform endorsed and owned by CENAT and introduce AI-enabled CXR technology.
  • Improve pediatric TB diagnosis by adopting stool-based GX testing and inclusion in the diagnostic algorithm.

    The M&E Officer is based at the FHI 360 office in Phnom Penh and will work under the supervision and guidance of the IDDS TB Coordinator. He/she will be required to make field visits to project sites to coordinate collection of data from the field and perform other field-based activities as assigned.

    Job Summary:

    IDDS has a global M&E plan that includes a menu of standard performance indicators from which country-specific M&E plans are developed and includes country specific data sources, frequency of collection, and means of verification for each indicator. IDDS collects indicator data on a quarterly basis for reporting to USAID.

    The M&E Officer will be responsible for data collection and management, tracking implementation progress and gaps, and advise the team on priority actions for achieving results. He/she will assist the team in preparation of project reports, documentation and dissemination of success stories and lessons learned. He/she will develop and maintain a productive relationship with the National Center For Tuberculosis and Leprosy Control (CENAT) , COMMIT and its M&E team, ensure timely collection of data from partners, and develop tools and systems as needed for collection of data from targeted project sites. The M&E Officer will also take the lead in maintaining and updating JIRA Software that is used for tracking implementation progress. The M&E Officer will closely work with the central IDDS MEL team, keep him/her updated on M&E guidance and requirements and ensure carrying out all M&E actions by the country IDDS team. Working closely with project and Headquarter (HQ) teams, support projects by evaluating programmatic effectiveness, overseeing technical aspects, and providing technical assessment reports.

    Technical Officers (Level I – III) provide a range of technical services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.

    Accountabilities:

    Technical Requirements:

    • Provides project staff with overall technical direction and guidance in line with the project expected outcomes, including training to staff, primary stakeholders, and implementing partners on MEL components in project design, monitoring plans, assessments, reviews, surveys, and evaluations.
    • Monitors and maintains deliverables and timelines, project protocols, instruments, data sets, manuals, training materials and reports related to technical area of expertise and notifies the TB Coordinator when issues arise; facilitate corrective actions as needed.
    • Develops or writes M&E related technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
    • Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
    • Collaborates with the team to analyze routine reporting data, to conduct periodic dissemination meetings to present results of the IDDS work in Cambodia and outcomes and interpret data sets and other assessment findings.
    • Ensure timely collection of data on project indicators and assist the TB Coordinator in developing monthly, quarterly and annual reports.
    • Assist the TB Coordinator in developing work plans; identify and incorporate M&E actions in the work plan.
    • Establishes a coherent monitoring, evaluation and learning (MEL) system to objectively collect, interpret and aggregate data that assess the overall progress, outcomes and impact of the project as outlined in the project M&E Plan.
    • Establish a reliable system for collection and validation of monthly/quarterly/annual data in Cambodia in coordination with the project staff, NTP and COMMIT M&E team.
    • Lead the project in Cambodia in designing M&E system including data collection tools and guidelines for all pilot initiatives for introducing new interventions.
    • Participate in headquarters led quarterly data quality review meetings with central M&E team.
    • Participate in workshops, seminars, task force, and expert committees to identify gaps and weaknesses in M&E and plan appropriate actions for improvement.
    • Conduct periodic Data Quality Audits (DQAs) to ensure that the indicators meet data quality standards on Validity, Precision, Reliability, Integrity, and Timeliness.
    • Conducts any other work as assigned by the TB Coordinator.

      Project Design Implementation:

      • Develops strategies and tools for the design and implementation of specific technical components. Monitors project deliverables and reports to supervisors.
      • May implement components of the M&E related technical portions of the project plan.
      • Identifies and raises issues to senior technical staff.

        Project/Program Reporting:

        • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
        • Creates technical content (e.g., reports, presentations, manuscripts).

          Quality Assurance:

          • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.
          • Coordinates and direct activities to meet client/funder and regulatory requirements.

            Applied Knowledge & Skills:

            • In-depth knowledge of concepts, practices, and procedures with providing technical support for M&E related work
            • Proficiency with database management software and on-line search tools required.
            • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
            • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
            • Must be able to read, write, and speak fluent English.
            • Excellent organizational and analytical skills.
            • Ability to influence and collaborate with others.
            • Demonstrated proficiency with using Microsoft Office Suite required.
            • Ability to analyze and interpret data, identify errors, and prepare reports.
            • Ability to solve problems and implement corrective action as needed.
            • Legally authorized to work in Cambodia

                    Experience:

                    • Typically requires 6+ years of relevant experience managing data collection and technical assistance experience.
                    • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
