Position Description

This position will lead the Monitoring Evaluation Research and Learning aspects of the Adolescent Girls’ Education in Crisis Initiative (AGENCI). AGENCI will be implemented by AKF in partnership with World University Service of Canada (WUSC) with funding from Global Affairs Canada (GAC). Together, we will foster youth-centered solutions to overcome inequality and exclusion. The four-year project will focus on enhancing the empowerment of vulnerable refugee and host community girls in northern Uganda through life skills, mentorship programs, support to reduce financial barriers, and community engagement.

Key responsibilities

a) Project performance and data management

  • Lead the overall design and operationalisation of AGENCI’s performance monitoring framework, including the appropriate indicators
  • Ensure data required to effectively monitor AGENCI are being accurately collected through programme delivery tools by al consortium partners
  • Develop and manage a project data management system to ensure data quality and effective data analysis protocols across all consortium partners.
  • Conduct data quality assurance checks and ensure high quality data collection, entry, verification, and cleaning Conduct high quality data analysis and present these to AGENCI management to inform project performance meetings and reports. Ensure areas of high and low performance are being highlighted to project management team. In Collaboration with an external consultant, lead the design of AGENCI baseline, any other project evaluation, including protocols and tools for data collection.
  • Promote a participatory approach to all planning and M&E activities by working with communities, schools, and teachers in target geographies
  • Ensure all data management systems, protocols, and processes are gender responsive, inclusive, and align to AKF’s safeguarding policy including data security.

b) Learning and Development:

  • Provide all accurate and relevant data required for developing internal and externals learning reports, any other learning products, and all reporting requirements needed by AGENCI
  • In collaboration with project and country level management, provide required data to relevant AKF colleagues to inform policy dialogue
  • Ensure effective and efficient learning feedback loops for internal staff, national stakeholders, and to the communities and schools in which we work
  • In collaboration with programme management, inform regular project reflections on progress and identify lessons learned and implications for project improvements.
  • Identify opportunities for further research and learning for AGENCI and support to develop relevant documentation to secure the resources and expertise required to deliver the objectives.

c) Human Resource Capacity Development

  • Design and deliver staff professional development course for all project officers and other relevant staff, both within AKF and WUSC
  • Provide individual support on M&E with members of consortium staff requiring additional assistance
  • Working within AKF’s Human Resource policy and systems, effectively manage and support the M&E Assistant and any other staff under direct supervision.
  • Effectively work with colleagues from partner organizations and provide technical support as and when required

Be the principle point of contact to external consultants recruited to deliver specific M&E and learning support or research, inclusive of baseline. Perform other relevant duties as and when assigned, by or via the Country Manager, Programme Manager and senior management team.

d) Required Skills & Experience:

  • Bachelor’s degree in statistics, economics or related field. Post Graduate qualifications in M&E is preferred. Five years of demonstrated relevant M&E experience. Evidence of M&E leadership and working on education and gender responsive programming is desirable. Demonstrated experience in managing complex data sets and delivering high quality data analysis and evaluation to inform programme performance and reporting
  • Strong ICT skills, particularly with respect to Microsoft Excel and other data management platforms. Previous experience on working with ICT enabled data collection tools and systems is desirable
  • Must be based in West Nile and willing to travel to remote geographies to provide support and conduct data verification exercises
  • Evidence of working in consortia is preferred
  • Ability to communicate clearly and effectively with diverse audiences in English
