The overall objective of the Upland Rural Development Project (URDP) is to enhance the welfare and socio-economic resilience of small farmers in highlands. This objective can be attained by making the use of natural resources sustainable and improving the resilience and economic opportunities of poor people in rural areas based on farms and agribusinesses linked to more profitable economic clusters. The key strategy of the Project includes developing rural production, encouraging sustainable use of soil and water, and enhancing the adaptation capacity of smallholding farmers to climate change. This strategy depends on two basic complementary outcomes (outputs): (i) Development of critical agribusinesses through better natural resource management and high added value for rural transformation by using an economic clustering approach, (ii) Enhancing access of small farmers to financial services by strengthening special financial resources.
At the first stage, the Project will be implemented in the Eastern Mediterranean (Adana, Mersin, Osmaniye) and the Western Black Sea (Bartın, Kastamonu, Sinop) regions targeting 45 districts and 30,000 households. At the second stage of the programme, the inclusion of additional provinces will be evaluated by IFAD depending on the successful implementation of first phase. Quantitatively URDP’s two phases are expected to benefit about 60,000 households, or 294,000 beneficiaries. URDP beneficiaries are divided into three main categories: (i) economically active poor households, (ii) economically active households with upsides, and (iii) contributors to rural development and clustering investments. URDP has three components: (i) Clustering for Flexible Rural Transformation, (ii) Inclusive Rural Finance, (iii) Project Management.
URDP is jointly funded by Government of Turkey and International Fund for Agricultural Development (IFAD). The Ministry of Agriculture and Forestry (MoAF) has the overall responsibility for the management and implementation of URDP. UNDP’s role is to support the project in arranging the flow of funds in line with official request of MoAF, recruitment of project staff, contracting of technical assistance, accounting, auditing and assistance in procurement of goods, civil works and services in compliance with IFAD rules. The Project will be supervised by IFAD (Financier).
Under the supervision of the Head of Surveys and Projects Department of General Directorate of Agrarian Reform , the Provincial Coordinator and the technical supervision of the Lead M&E, the Monitoring and Evaluation specialist, M&E Assistants will support the day-to-day implementation of M&E activities, and ensure that the Regional M&E feeds the project M&E System with relevant information for progress assessment and decision-making.

General Qualifications
· Bachelor’s degree in Agricultural Economics, Statistics, Economics, Management, Rural Development, Agriculture, Natural Resource Management, or a related field.
· Specific training in M&E is asset
Professional Experience and Qualifications
· Minimum 3 (three) years of work experience in data collection and/or conducting field surveys and/or working M&E and/or Management Information System (MIS) in government/donor programs with knowledge of logical framework programs and participatory systems.
· Attendance to internationally funded projects M&E trainings,
· Previous certificate in M&E expert.
Specific Experience and Qualifications
· Excellent quantitative, qualitative, analytical report writing and presentation skills.
· Ability to develop a monitoring system and capacity to carry out relevant field level verification with data validation tools.
Language Requirements
· Fluency in English.
Computer Skills
· Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases and IT skills.
· Knowledge in at least one of particular Excel and knowledge of other M&E applications/statistical software packages (i.e. MS Access, SPSS or STATA)
