12.2022-04.2023 Duties and Responsibilities

The consultant will undertake a partnership landscape assessment (through interviews, desk research, self-organized meetings), aligned with national priorities and UN Cooperation Framework, to identify:
- Thematic areas and issues with strong potential for new partnerships across sectors in Moldova, and with regional and global institutions and donors.
- Existing mechanisms for engaging stakeholders and sectors towards the Sustainable Development Goals in Moldova.
- Understanding of the level of support from government towards partnership (evidenced by policies, high-level statements etc.)
- Overview of the landscape of development actors engaged in partnerships on integrated solutions for sustainable development: government ministries, UN entities, business actors, and other stakeholders.
- Overview of existing key partnerships and actions that are taking place.
- Overview of existing public-private partnership modalities and options for future engagement around integrated agenda of sustainable development.
- Analysis of existing structures, systems, and solutions for advancing the Goal 17.
- Analysis of trends and opportunities to leverage for multi-stakeholder/issue-based partnering and leveraging SDG financing in Moldova.
- A mapping and analysis of stakeholder engagement, including challenges and opportunities for strengthened engagement, on the implementation of the 2030 Agenda in Moldova Qualifications/special skills

Advanced university degree (Master’s degree or equivalent degree) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is required. A first-level university degree in combination two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of five (5) years of progressively responsible experience on sustainable development issues, including experience on partnerships, advocacy and communication is required.
Knowledge of the national context, including five years of recent experience at the national (Moldova), international and regional levels is required.
Experience in policy-oriented work on sustainable development issues is required.
Experience in preparing written outputs on sustainable development issues is required.

Knowledge about partnerships, advocacy and means of implementation, the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals is desirable;
Knowledge of SDG financing would be an asset. Languages

Fluency in English, Romanian and Russian languages is a requirement
