BACKGROUND INFORMATION - UNOPS Amman Hub

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services.

The UNOPS Hub in Amman delivers projects in an efficient and effective manner, in line with the principles, rules, and regulations of UNOPS, to achieve the outcomes sought by the clients.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

According to UN OCHA, the humanitarian crisis in Yemen remains the worst in the world. Nearly five years of conflict and severe economic decline are driving the country to the brink of famine and exacerbating needs in all sectors. An estimated 80 per cent of the population – 24 million people – require some form of humanitarian or protection assistance, including 14.3 million who are in acute need. Severity of needs is deepening, with the number of people in acute need a staggering 27 per cent higher than last year. Two-thirds of all districts in the country are already pre-famine, and one-third face a convergence of multiple acute vulnerabilities.[1]

The United Nations Office for Project Services (UNOPS) was requested to operationalise and manage a mechanism to oversee the monitoring and inspection services on behalf of the UN to facilitate the flow of commercial goods to Yemen. The United Nations Verification and Inspection Mechanism for Yemen (UNVIM) is an independent mechanism, executed by UNOPS.

UNVIM has been based in Djibouti, Republic of Djibouti, since January 2016. As of February 2021, UNVIM has issued clearances to more than 1,630 vessels discharging over 28.1 million metric tonnes of commercial cargo to Yemen's Red Sea ports of Hodeidah, Saleef and Ras Isa.

The Scanner Operator is responsible for overseeing and executing container scanning operations ensuring that all containers are scanned with maximum quality, accuracy, safety and speed according to job priority and specifications. The incumbent will operate mobile cargo scanning operating systems (mobile scanners).

The Scanner Operator position is part of the operations team in UNVIM Djibouti.

The Scanner Operator is responsible for the diligent screening/scanning of containers and/or other cargo as required following Standard Operating Procedures (SOPs) and providing the highest possible level of support to UNVIM's scanning and screening operations. The Scanner Operator will report to the Project Manager through the Coordination Officers .

Role objectives: This role requires the incumbent to:

  • Verify, scan and inspect containerised cargo through the mobile scanners.
  • Verify, scan and inspect containerised bulk or break-bulk cargo
  • Ensure safe operation of the mobile scanners and scanning processes.
  • Share best practices and acquired knowledge of process and skills with the operations team.

Maintenance and operation of mobile scanners'

  • Oversee and operationalise container scanning operations ensuring all containers are scanned with maximum quality, accuracy, and speed according to the priority and specifications
  • Prepare the the scanning area and machinery set up before deployment of operational teams
  • Operate mobile scanners capable of screening vehicles, trucks, cargo, containers and cartons to identify concealed threats and contrabands destined to Yemen.
  • Operate Dual-View screening equipment within a perimeter area.
  • Perform visual inspections of suspicious or randomly selected containers to verify contents and rule out discrepancies
  • Operate all equipment following recommended procedures and report any deficiencies or anomalies of such equipment at the earliest opportunity
  • Raise awareness of any potential hazards when operating equipment such as radiation emissions from X-Ray Screening Equipment. Where appropriate, SCOs are to report any safety infringements to the Coordinator or Supervisor without delay
  • To gather information on any threats, general or specific, within their AOR
  • Ensure correct Personal Protection Equipment (PPE) is worn at all times when performing duties within the radiation marked zones.

Knowledge management'

  • Produce all relevant documentation and reports commensurate with their duties.
  • To attend all relevant periods of training as required by UNOPS
  • Plan container scanning, physical inspections and liaise with the operations team.
  • Develop SOPs for scanner operation
  • Develop, plan and implement health, safety, social and environmental (HSSE) standards with the coordinators and operations team.
  • Perform other relevant duties within the docket of container screening and physical inspection
  • Perform other tasks as directed by the Project Manager.

Education

  • A Bachelor's degree or equivalent preferably in Engineering, Supply Chain Management, Law Enforcement, Police or any other related field
  • A Technical/Professional License in combination with 6 years may be accepted in lieu of formal education.

Work Experience

  • Minimum 7 years of progressive experience working in a x-rays/scanning environment is required.
  • Progressively responsible experience in x-rays operations with well-known entities is required.
  • Proven and demonstrable experience in mobile-scanning for law enforcement including for national governments, airports, ports and security companies is required.
  • Previous experience of operating mobile cargo scanning operating systems (mobile scanners) is required.
  • Excellent interpersonal, communication and negotiation skills, including the ability to collaborate with port authorities, and government officials on a wide array of logistics is required
  • Proven ability to work in difficult conditions and in stressful and high-risk environments using keen attention to detail is required
  • Solid Supply Chain academic qualifications with a focus on inspection and related operations(preferred)
  • Additional experience in international peacekeeping, humanitarian or emergency operations is desired.
  • A high level of computer literacy, including with mobile scanning software is desirable.
  • Experience in the Middle East or Africa is desirable.
  • Fluency in English (essential). Knowledge of Arabic or French is an advantage.

Certifications:

  • Certificate in Mobile Cargo Scanning/Screening is required
  • Certificate in X-Ray technology is required.
  • Certification in X-ray scanning technology, mobile scanners and other such industry certifications or related/similar products is required.
  • Driving License for trucks is required.
