Background
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The Office's democratization activities include the following thematic areas: rule of law, democratic governance and gender, migration and freedom of movement, and legislative support. The ODIHR implements targeted assistance programmes facilitating and enhancing participating states' compliance with OSCE commitments towards the development of democratic structures.
The objective of the Migration/Freedom of Movement Unit is to assist OSCE participating States in meeting their international commitments in the field of migration, freedom of movement and choice of place of residence, treatment of migrant workers and citizens of other participating States. As part of the Unit's freedom of movement and human contacts portfolio, ODIHR offers expertise to participating States, upon request, for the development and reform of legal and regulatory frameworks relevant to migration, migrant rights and migrant integration. ODIHR also offers participating States capacity building for government officials and other stakeholders, undertaking assessments on specific issues or aspects of migration, and identifying and promoting exchange of good practices and experience on key topics relevant to migration.
Tasks and Responsibilities
Under the general supervision of Deputy Head, Democratization Department, as Migration/Freedom of Movement Adviser, you will perform the following functions:
Developing and implementing the migration programme of the Democratization Department, including monitoring and evaluating migration projects and activities in the field of migration;Drafting project reports for partner organizations and donor institutions;Monitoring and analyzing public policy, legislation and practices in OSCE participating States related to migration;Preparing input for and following up on OSCE Human Dimension meetings and other ODIHR meetings on issues related to migration;Providing input with recommendations on policy action to analytical reports, briefings and compiling background information on migration issues and Department programmatic activities;Drafting and conducting necessary research for programme and project proposals related to the migration portfolio;Developing and maintaining a network of contacts with partner organizations and experts and serving as the ODIHR Democratization Department contact point for requests regarding the implementation of commitments on migration;Attending international conferences and co-ordinating meetings of international organizations and other events on issues related to the portfolio;Performing other related duties as required.

Remuneration Package
Monthly remuneration is approximately EUR 5,231 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are made at step 1 of the applicable OSCE salary scale.
