he Norwegian Red Cross (NorCross) is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The International Committee of the Red Cross’s (ICRC) Health Strategy 2020-2023 is built on an integrated and comprehensive public health approach to respond to the needs of populations affected by armed conflict and violence across more than 80 countries. Given the protracted nature of humanitarian crises caused by armed conflict and violence and the subsequent weakening of health systems, it is necessary to work both on the delivery of quality emergency health services, on the pursue of sustainable health outcomes and on the influence of international policies and guidelines This requires, among others, developing, adopting or adapting coherent and consistent Sexual & Reproductive Health (SRH), (including sexual violence) guidelines, training for staff and overseeing quality implementation of programmes in advance partnerships within the RCRC Movement and with external actors.
The purpose of this position is to contribute to the improvement of access to and quality of Sexual Reproductive Health services within ICRC health operations. S/he contributes to the institution’s ambitions around Mother and Child Health. S/he works closely with the Sexual Violence (SV) team to carve out future working modalities, including knowledge sharing, co-creation and adapted training package for health care staff, monitoring, requiring and evolution of our current tools and established processes without compromising regular programming fundamentals.
Whilst being deployed to ICRC HQ by NorCross for six months (extendable), the incumbent will be a part of the Norwegian Red Cross Global Surge Team. The team consists of professionals with leadership, management and technical competencies for emergency response in complex environments, targeting Health Emergencies and Health in Emergencies.
Main Duties & Responsibilities:
Leads on design and development of a SRH training package for health care staff. Supports development of ICRC policies and guidelines on Sexual and Reproductive Health (including clinical management of rape) for Primary healthcare programmes, contributes to guidelines for secondary care.
Provides support and guidance to the field (including training); and, contributes to the strategic development of ICRC at global level in sexual and reproductive health and in clinical management of rape delivery
The SRH specialist ensures that adequate/appropriate sexual, reproductive, maternal, neonatal and Midwifery guidelines and standards are use in the ICRC’s programs. S/he also contributes to a coherent approach in terms of midwifery practices in line with the institutional and health strategies.
Deliverables after the first six-month period:
Training needs for health staff mapped,
Training module developed with health learning and development
SRH (focus on SV) protocols and SOPs developed in collaboration with the regional midwife,
Training roll-out plan drafted,
Initial SV training at regional/delegation level supported, if possible.
Required education, experience, and proven skills:
Degree in midwifery with valid licence to practice; Master in Public Health is an asset
Minimum of 10 years’ overall midwifery experience, from which 7 years at international and humanitarian contexts, with increasing level of responsibility in developing/conflict settings
Strong clinical experience in sexual, reproductive health and sexual violence care with comprehensive experience in public health and/or humanitarian/development work in hospital and primary health care setting.
Significant experience of designing trainings (including clinical management of rape) with a focus on the provision of comprehensive, quality SRH services in complex and challenging settings is essential
Experience in monitoring SRH programs and quality of care is required
Fluency in English and French required, other languages are assets.

Reporting to:
Reports directly to the ICRC Primary Health Care Programme Coordinator as the direct supervisor, and to the Head of Addressing Sexual Violence as a functional reporting line for elements relevant to sexual violence.
