Mental Health Advisor

Reports to:

The Mental Health Advisor for Bolivia will report to the CBM Global Mental Health Director and be supported in day-to-day operations by the CBM Global Country Director, Bolivia.

Job Overview and Core Purpose

The position holder is part of the CMH (Community Mental Health) Technical Area’s Core Team that leads on areas of technical support for mental health for the organisation globally. The focus is on mental health work in Bolivia, but the Advisor will also represent CBM Global in regional/Spanish-speaking forums, for example PAHO. The role also supports strategic planning and operational activities globally, including setting and maintaining of quality in programme implementation and advocacy.

Knowledge and experience in disability inclusion is highly desired, and experience in mental health and psychosocial support (MHPSS) in humanitarian emergencies, as well as child mental health, is also welcomed.

The core purpose of the role is to support local partners with the information and capacity they need to deliver high quality programming. The role also covers advocacy activities and communication on mental health issues, and may involve advising on mental health issues on behalf of CBM Global to other organisations.

This role is guided by the application of CBM Global standards and organisational strategy into the programme work of CBM Global, and the Bolvia Country Strategy. Overall direction is defined by the Community Mental Health Strategy, itself based on the CBM Global Federation Strategy. Good Practice Guides and other publications guide how we work in practice.

Based: We welcome applications from those with the right to work in Bolivia. This role will be based in Cochabamba, Bolivia. Some travel internally in Bolivia, and occasionally to other countries is expected (not exceeding 25% of work time).

Hours: Part-time (50%)

Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities and Duties

The job holder is responsible for supporting CBM Global’s Community Mental Health (CMH) work in Bolivia, with the following specific responsibilities for our programmes. In addition, regional/global projects may arise elsewhere, and the Advisor will be a member of the Global CMH Core Technical Team, and will be assigned certain global-level duties.

  • Develop, in 3-way collaboration with Member Teams and the Bolivia Country Team, new mental health programmes. These may be focused on mental health, or integrated into other sectoral work.
  • Support the CBM Global Bolivia Country Team in delivery, monitoring, evaluation and continued refinement of programmes according to CBM Global’s Operating Model
  • Participate in relevant CBM Global Bolivia meetings, including the Country Coordination Forum
  • Support and where appropriate build capacity for the work of partner staff
  • Recruit and manage consultants as required to fulfil specific assignments
  • Represent CBM Global in external forums, providing high quality technical advice, and targeted advocacy at appropriate events and through various groups
  • Represent the Community Mental Health Technical Team in internal CBM Global forums and work processes
  • Develop relationships and networks that support the organisation’s mandate and advocacy efforts
  • Manage and report on Bolivia’s CMH budget and have an overview of CMH project budgets
  • Other relevant aspects of the work of the CMH Initiative as relevant and within the overall scope of advisory work

Key outcomes expected from this role

  • Work with MAs, the Country Team, and partners to develop and successfully grow the CMH programme portfolio in Bolivia
  • Partners are provided with relevant and up-to-date technical advice, and supported in mental health capacity, including Organisations of Persons with Disabilities (OPDs), by maintaining close working relationships with them, to ensure high quality project delivery
  • CMH and MHPSS capacity of CBM Global staff and partners is built to comply with expected core competencies
  • Core CMH Technical Team is strengthened through regular liaison with Regional CMH Advisors and other members
  • Users of CBM Global partner programmes, and staff, are safe from abuse and exploitation.

Person Specification

All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Education, Knowledge, and Experience

  • Background qualification in mental health, psychiatry, psychology, psychosocial disability, or related field at degree level or higher
  • Minimum of 3 years working experience in mental health and development, or in disability inclusive development, ideally at advisory level
  • Strong understanding of disability-inclusive development, and its application to mental health
  • Experience in applying relevant tools and methods (project management, data and monitoring and evaluation, inclusive and participatory approaches etc)
  • Experience in humanitarian response and MHPSS, and in child mental health*
  • Experience in networking, advocacy and influencing with knowledge of key global and continental networks, ideally having played an active part in such networks
  • Experience in developing project proposals and successfully achieving funding for projects. Understands and incorporates donor requirements for safeguarding and accountability mechanisms.
  • Experience in writing reports and guidelines
  • Experience in operational research, and interpretation and application of evidence in practice*
  • Experience in teaching/ training/ coaching
  • Experience of managing and supervising others*

Skills/competencies/personal qualities

  • Willingness to learn and use CBM Global project management tools, reporting, statistics formats, Global Online, Global Connect, People HR software etc
  • Tools and resources specific to mental health work; WHO QualityRights, mhGAP, scalable transdiagnostic psychological interventions, MHPSS in emergencies
  • Good skills in MS Office, including making documents and presentations accessible. Ability to manage budgets in Excel
  • Able to learn and implement CBM Global’s Safeguarding Policy, Code of Conduct, incident response protocols and first responder role in recording, responding and reporting incidents
  • Able to make sound judgements and timely decisions on safeguarding risk management to ensure the programme is safe, and to develop and implement innovative solutions to minimise risks to programme participants. Can source required technical and professional expertise to design and deliver safe programming.
  • Spanish and English (professional proficiency, spoken and written is essential)
