For almost 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM's strategy in Palestine is constructed on two thematic pillars: Conflict and Emergencies and Sexual & Reproductive Health (SRH) with MHPSS as a crosscutting theme to all activities and with a transversal advocacy component.

In SRH: MdM started its work in SRH rights with an intervention consisting in facilitating access to SRH services, especially Family Planning and Post Abortion Care working with the Communities, Service Providers (Ministry of Health and local partners) through awareness and capacity building and advocating towards decision makers to promote SRH services. In this moment, MdM is implementing an AFD/UNICEF funded SRHR project in Gaza

In Crises and Emergencies: MdM is implementing a WHO/ECHO funded project in Gaza working in 5 main hospitals to develop their Emergency response capacity. It is also implementing a German-funded project in both Gaza and WB with different objectives ranging from MHPSS Emergency response to:

  • Community level: Includes training of volunteers in BLS and in MHPSS emergency response, emergency MHPSS support to victims of critical events linked to the occupation, reinforcing the capacities of School counsellors in emergency MHPSS, strengthening capacities of local partners in provision of MHPSS services
  • Primary Health Care: Reinforcement of the capacities of the Emergency rooms of 11 PHC in Gaza. It is part of the strategy to develop an intervention on integration of Mental Health in PHC
  • Secondary Level: Reinforcement of the capacities of the Emergency Departments of 6 hospitals in Gaza

In MHPSS, although a crosscutting theme, MdM has recently started a BMZ-funded 3-year recovery/development project aimed at integrating MHPSS into the primary healthcare centers.

All projects also have a strong GBV and inclusivity component.

MdM Palestine has one office in Gaza, one in the West Bank (Nablus) and a coordination office in East Jerusalem.

MdM-Spain and MdM-Switzerland are also operating in the country in West Bank and Gaza respectively on surgical operations and MHPSS projects.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, the medical coordinator carries out, designs, schedules and adapts programs health activities. S/he ensures the quality and relevance of activities, practices and health data. S/he supervises the medical team on the technical aspect.

As a coordinator, s/he takes part in the country strategy elaboration led by the general coordinator.

More specifically, you will be in charge of:

Medical program management and partner support

  • Contribute to the development of MdM strategy with the general coordinator (needs assessment, increase efficiency, implementation adjustment of medical activities)
  • Participate in the development of new projects and related proposals
  • Ensure the implementation (achievement of the outcomes), the quality and the consistence of the medical component of the program with partners and MdM coordination team
  • Develop, update and validate medical/MHPSS standards, protocols and good practices
  • Monitor the public health context and challenges and react to any change by adapting the program if necessary
  • Suggest any corrective measures to adapt the program if necessary (outbreaks, new needs arising…)
  • Monitor and evaluate the medical program: analyze and report on monthly basis the medical data of the program and propose adjustment whenever it is required
  • Co-operate with the administration and logistics teams to ensure timely and quality supply of the programs needs in terms of HR and logistics, as well as finance
  • Advise the general coordinator and the rest of the coordination team on technical issues to consider for meetings, communication, etc.

Management of medical stock and logistics chain for medical procurement (nowadays small component)

  • Ensure medical activities have needed equipment, material and drugs to function
  • Support the medical procurement process in term of need assessment and quality check
  • Support the supervision of the pharmacy qualitative and storage conditions (consumptions, orders and inventory) in cooperation with logistics team
  • Coordinate with the logistics and administrative coordinator regarding budgeting related to medical procurement

Capacity Building

In coordination with the field coordinators:

  • Ensure the implementation of a global medical training plan for all staff, including the partners staff whenever it is possible
  • Ensure the technical supervision of all medical/MHPSS staff working for organization and with a partner, and identify the needs for training/support
  • Ensure the trainings are properly delivered by the team members and contribute to it if necessary
  • Provide the team with planning and organization tools

Representation

  • Represent MdM in coordination meetings and actively participates to medical groups
  • Participate to the different medical meetings especially on health cluster meetings, playing a key role in any relevant medical coordination mechanisms and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the health cluster members
  • Lead on liaison with the MoH authorities where MdM is presently working to ensure an excellent working relationship
  • Participate in the identification of MdM implementation and/or strategic partners
  • Proactively lead on external coordination with other health actors, UN agencies at the relevant level; actively build relations and establish information sharing channels to ensure MdM is well placed within the health response, regular contact with other health actors is required to share information on identified gaps and to share best practices for the local context
  • Support field teams to coordinate on the ground with all stakeholders and ensure that information passes both up and down the chain of command in a timely manner

Technical team management

  • Provide technical support to the medical/MHPSS team
  • Participate in the recruitments for all position in the medical/ MHPSS team
  • Participate in the briefing and debriefings
  • Identify in coordination with the field coordination the needs of medical/ MHPSS staff for the programme, draft their job profiles and validate their recruitment from a technical point of view
  • Organise regular meetings with the medical teams
  • Maintain good inter-team communications, engender good team dynamics and take suitable action when problems occur

Reporting

  • Support the general coordinator in the monthly reporting
  • Ensure the production of summaries and analysis of the data collected and compiled when required
  • Actively participate in the writing of donor’s reports and proposals

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract
Fixed-term contract of 12 months

Starting date: As soon as possible
Gross monthly salary: 3.041 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.

SKILLS AND EXPERIENCE NEEDED:

Medical doctor or Nurse
Significant experience in public health
Knowledge and skills on Emergency Unit, SRH, mental health or psychosocial support
Minimum 4 years in humanitarian response, especially in the field
Experience in project coordination, including management of a medical team

Experience in capacity building is an asset
