It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM France previous projects in Egypt include:

  • Access to reproductive health care for girls living in the streets of Cairo from 2005 to 2008, funded by the European Union, and the Drossos Foundation along with MdM funding.
  • Health promotion for children in street situation in greater Cairo from 2009 to 2012, funded by the Drossos Foundation along with MdM funding.
  • Improvement of access to mental health services among most at risk population in Greater Cairo from 2014 to 2017.
  • Provision of mental health and psychosocial support to refugees, migrants and host communities in Greater Cairo from 2017 to 2020.
  • Improving the quality of and access to mental health and psychosocial support services and the detection of disabilities for the most vulnerable migrant and host populations in Egypt 2019-2022
  • Mental health and psycho-social support on-the-phone service for COVID-19 response 202-2021

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, the medical coordinator (MedCo) is responsible for the medical quality, supervision and coordination of MdM projects and activities in Egypt.

The prirority of this position is to contribute to finalize the country strategy document for 2022-2024 with a focus on the area of migration and health and lead on the implementation of the already designed exit strategy for an AFD funded project concerning integration of MHPSS services in the PHC level

The Medical Coordinator’s position is the core precursor, catalyzer, and implementer, of Medical Standards, practices and guidelines. The position is also responsible of conceiving strategic streams within the mission, whether on the internal environment and factors or the external one. (needs assessment, program evaluation, etc.); This position has the critical role to lead the health, medical and paramedical staff on the technical dimension, and make sure that all medically related processes, procedures and instructions are being implemented in the program. Also representing MdM, and delivering technical presentations are among vital tasks of the position.

Your main responsibilities are:

Program Medical support, counseling, advice and guidance

  • The prirority of this position is to finalize the country strategy document for 2022-2024 with a focus on the area of migration and health and Lead on the implementation of the already designed exit strategy for an AFD funded project related to integration of MHPSS services in PHC level
  • Participate in the development of general strategy for MdM activities, along with the General Coordinator and the team and ensure that the different components of projects are consistent with MDM program Identify, monitor and report unmet health needs/gaps, and explore the potential of MDM to address them through health needs assessments when needed
  • Proactive response to any changes (contexts, new health needs, obstacles, opening of new programs) by adapting new strategies for the program, as needed with a continous monitoring on the current epidemiological context related to COVID19
  • Lead and Coordinate with MOH, GSMH and third parties, and coordinate extensiveley with the GenCo and the Program manager in finetuning the components of the exit strategy for an AFD funded project,
  • Contribute to project design, planning and monitoring tools, especially between September and December 2021, where the team is expected to prepare a project proposal that goes along the country strategy that will be issued in September.
  • Ensure that the targets and objectives of the project are set correctly and achieved in a timely manner in coordination with the program manager; Monitor closely the implementation of medical activities by partners if any, together with the MdM program manager and ensure that they are carried out according to MdM standards;
  • Provide regular feedback (monthly sitreps, if the need arises) to the General Coordinator and Medical technical referents regarding the status of project implementation, challenges encountered and give recommendations on how to overcome obstacles and improve the quality of work through analysis and monitor medical data received from the field, and provide feedback and technical support to the medical team;
  • Provide the program team with necessary guidelines (protocols, tools, etc) to conduct their job in a qualitative manner in line with national guidelines when needed
  • Carry on the constructive relationship with MOH and GSMH and lead, manage, plan the MH steering committee meetings, delivrables, and follow ups.

Proposal writing and technical reporting:

  • Write monthly Medco report to the General Coordinator and the Medical Referents;
  • Contribute to new project proposals: intervention logic, description of activities, budget etc.;
  • Write the technical part of the reports in the respect of donors’ requirements.

Networking and representation:

  • Participate in the negotiation and in the development of agreements with local partners and authorities including Ministry of Health.
  • Represent MdM in meetings with partners and donors in coordination with the General Coordinator and build collaboration and partnership with other stakeholders, i.e. INGOs, local NGOs and UN agencies who are working in the health sector; and carry on the constructive relationship with MOH and GSMH and lead, manage, plan the MH steering committee meetings, delivrables, and follow ups
  • Promote the philosophy and protocols of MDM to local partners (NGO, MoH, etc.);
  • Evaluate carefully the needs and requests of partners (MOH and GSMHS, and Local NGO’s partners in MDM projects)

CONDITIONS OF EMPLOYMENT:

  • Type of contract: fixed term
  • Duration: from August to November 2021
  • Rhythm: full time as per the conditions of employment of the Egypt Mission
  • Location: Cairo, Maadi
  • Gross salary is EGP 26500 subject to income tax and social contribution
  • Transportation allowance of EG 400 subject to income tax
  • 13th month allowance payable on the 6th and 12th month of the contract
  • 21 annual leaves and 6 casual leaves per annum
  • Private medical coverage for employee and 2 family members (spouse and children)

SKILLS AND EXPERIENCE NEEDED:

  • Medical degree is preferable, paramedical degree is welcomed too
  • Strong experience of team management
  • Work experience in iNGOs and in the area of migration and health
  • Experience in Mental Health and Psychosocial support
  • Experience in community approach and interculturality
  • Experience in strategic development and project cycle management in non-governmental organizations
  • Experience in health needs assessment and programme planning / management
  • Good knowledge of the Egyptian health system and experience of coordination with local, public and private actors would be an asset.
  • English language, arabic and or french is an asset

· TEC5/ Level D- Ability to understand easily everything heard or read, in addition to the ability

write complex texts, using high end vocabulary and grammar, and the capacity to speak fluently both popular and authentic dialects of the same specified language.
