Minimum six years of relevant professional experience including in the media or international organizations dealing with media freedom

Tasks and Responsibilities
Should you be selected for the position, you will be responsible for implementing key aspects of the Human Dimension Department’s work in the field of media freedom throughout the country. You will focus on devising and co-ordinating intervention strategies jointly with fundamental freedoms portfolio within Human Rights Section in the head office and human rights officers in the field. You will be further responsible for maintaining close and regular contact and co-ordination with relevant BiH actors dealing with media freedom and other international organizations and agencies.
You will report directly to the Head of Human Rights and will be tasked with the following duties:
Examining political and policy developments affecting freedom of media and media pluralism in BiH and identifying problematic areas to be addressed by the Mission; proposing appropriate actions to address possible violations of OSCE media freedom commitments and international human rights standards applicable in BiH; advocating for necessary improvements of the legal and policy framework through legal research and analysis, drafting of policy documents, submissions and organization of activities; Assessing and interpreting major media policy issues, procedures and practices and ensuring timely follow-up on the implementation of media freedom related decisions and policies; recommending Mission’s possible strategies and policy; Preparing regular inputs on specific thematic media developments and background information and reports; providing regular inputs to various Mission’s reports; Liaising with other international organizations, media, NGOs, other OSCE field operations and the Office of the OSCE RFoM; developing and maintaining contacts with high level government officials, media representatives and their associations; Supporting development, implementation and financial administration of the Mission’s projects on media freedom and ensuring that they are in line with the mandate, including relevant financial activities related to Human Rights Section’s project proposals and extra-budgetary contributions; Representing the Mission at public events, conferences, meetings, workshops, roundtables; preparing papers, speeches and public statements reflecting the Mission’s priorities and position with regard to media freedom; Analysing information provided by field officers through regular reports and field surveys, co-operating with the human rights officers and advisers in the Human Rights Section to devise concrete recommendations, and working closely with field officers to translate these recommendations into effective intervention strategies at the local level; Advising field officers on how to evaluate the impact of their local interventions, ensuring that examples of good practice are communicated throughout the field; Developing strategic partnerships within the Bosnia and Herzegovina media community and civil society to ensure open avenues for advocacy and information-gathering; Performing any other duties as required.
