About the Organisation:

In situations of armed conflict and violence, Geneva Call (GC), as a neutral, impartial and independent international humanitarian organisation, endeavours to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection.

GC is currently focusing its efforts the following thematic areas under the umbrella of international humanitarian norms – banning the use of anti-personnel mines, protecting children and education, prohibiting sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage and the protection of health care – all in the context of armed conflict and violence.

GC’s operations in the Philippines are currently focused on improving the protection of civilians in Maguindanao, North Cotabato and Lanao del Sur. Programming in adjacent areas – namely Bukidnon, Lanao del Norte, South Cotabato and Sultan Kudarat - is planned to commence within 2021.

Role:

The MEAL Officer will be responsible for the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities of the Philippines programme. The MEAL Officer contributes to overall programme quality through the strategic planning and implementation of all MEAL processes and activities required to improve Geneva Call’s programme quality over the course of project implementation and ensure and demonstrate positive impact on the protection of civilians. The MEAL Officer is directly responsible for assessing and measuring quality and accountability of Geneva Call engagement work in the Philippines. The MEAL Officer is also responsible for designing MEAL tools, data collection, analysis, reporting and follow up in collaboration with project teams.

General description and main activities

  • Support project teams to ensure appropriate data collection and management, including cleaning and validation.
  • Develop project MEAL plans based on project logframes and indicators.
  • Monitor overall project implementation, including field visits to verify data.
  • Support in the development of MEAL tools, including developing assessments, baselines, monitoring and evaluation systems, data analysis and report writing.
  • Support project teams in ensuring that programme related actions are taken based on MEAL findings and feedback from beneficiaries.
  • With support from programme team colleagues, provide high quality project information to both internal and external stakeholders, extracting detailed project data relevant for reporting.

Education:

Master’s Degree in social sciences, humanitarian and/or development studies, communications, or relevant field

Technical skills:

  • Strong organizational and analytical skills;
  • Understanding of proposal management, including project design and proposal writing;
  • Familiarity with standard grant management tools such as logical frameworks;
  • Knowledge of monitoring and evaluation as it links to implementing successful projects, both day to day and measuring and demonstrating impact;
  • Ability to design, implement and evaluate data collection tools and analysis;
  • Good level of proficiency in Word, PPT, KoBo Toolbox and PowerBI or equivalent;
  • Capacity to think critically and produce high-quality reports and analysis;
  • Strong inter-personal, communication and leadership skills.

Languages:

  • Fluency in English, both written and oral
  • Tagalog and local dialects (Maguindanaoan, Maranao, Teduray, Bisaya, Tausug, Yakan etc.) preferred

Qualifications:

Ability to work under pressure, travel frequently in conflict-affected areas and to handle numerous tasks simultaneously;

Work experience:

Minimum 3 years equivalent work experience in a humanitarian organization

Organisation / Structure

No direct supervisory responsibilities; however, will provide technical support to staff and will coordinate with associated programme units/departments

Conflict of interest

Conditions

Position: 60% (24 hour a week)

Contract duration: 1 Sept 2021 until 30 August 2022. The first two (2) months of the contract period is a probation period.
