    OVERVIEW

    Save the Children International has an exciting opportunity to join our team to move forward an innovative project, which has the possibility to shift how SC responds to humanitarian crises around the world, starting with the current humanitarian situation in the Ukraine and neighbouring countries.

    Save the Children (SC) aims to establish an integrated modular approach to respond to the current Ukraine crisis through the establishment of a Universal Cash Assistance Network and Child Protection (UCAN), integrated with additional key features that are Child-Sensitive, Holistic, Modular, Accessible, Decentralized, and Borderless. In line with SC’s Strategic Statement for the Ukraine conflict and 2022 Global Humanitarian Response Plan, the focus of the services and support will be to conflict-affected children and their families, including unaccompanied and separated children (UASC), children who have lived in institutional care, children with disabilities (CWD) and Roma children.

    UCAN will be designed as a hub that enables crisis-affected individuals to either self-identify or be identified by SC through a range of access points (incl. a web portal, application, hotline, etc.), be rapidly verified, and receive immediate universal access to the full-range of services that SC provides, including referrals and two-way communication channels, to provide dignity and self-determination when families are facing life’s biggest challenges.

    In line with this project, Save the Children is looking for a Monitoring, Evaluation, Accountability & Learning (MEAL) Adviser for UCAN, who will provide technical oversight of all MEAL activities under UCAN. The MEAL Advisor - UCAN will work closely with the Project Director and other team members to design and implement the MEAL framework and all other MEAL deliverables, to bring the vision to life. The MEAL Advisor will be expected to lead on MEAL system design and implementation, evaluations, MEAL master budgeting, coordination, and support relevant fundraising, procurement and recruitment processes as well as proposal writing and strategy and log frame development for the overall project. Save the Children is committed to accountability to affected people and meaningful child engagement during humanitarian responses. The MEAL Advisor will be expected to lead on establishing appropriate accountability mechanisms and supporting child participation across the project.

    THE ROLE

    Key areas of accountability include:

    • Lead the development of UCAN MEAL strategy, frameworks and systems and ensure roll out of core SCI MEAL tools, in line with Save the Children’s MEAL System Quality Benchmarks and SC MiE Procedure;
    • Working with thematic Technical Advisers, support the development of the project Master MEAL frameworks, plans and budgets;
    • Develop MEAL master-budget to ensure MEAL activities and costs are adequately covered;
    • Support response staff to roll-out UCAN project monitoring and evaluation activities as agreed in UCAN MEAL frameworks or plans. Provide capacity build technical field staff in carrying out the work and ensure participatory and child-friendly approaches adopted wherever possible;
    • Coordinating with the digital team, ensure technology is efficiently used for data collection and analysis, as well as for data management, supporting the design and development of databases;
    • Set up systems to manage complex information generated by MEAL activities, such as feedback databases and qualitative outcome monitoring data systems;
    • Conduct quantitative and qualitative data analysis to inform course correction of responses. Present and disseminate information to inform senior management decision-making;
    • Coordinating with the data protection team, ensuring data protection considerations are included throughout the roll-out of UCAN
    • Lead on design and delivery of contextually appropriate accountability mechanisms for UCAN that are child-friendly (including feedback and reporting mechanisms, information sharing and participation opportunities);
    • Drive and ensure the analysis of feedback data, the reporting of findings through the accountability report, the use of findings for decision-making, and the closing of the feedback loop on an individual and/or community level throughout the project.
    • Define and lead on UCAN learning activities e.g. facilitating the development of the UCAN Learning Agenda, prepare lessons learnt reports etc.;
    • Ensure that evaluations and documents capturing learning are centrally stored, that their main findings are communicated to UCAN project management for decision-making, and that their main findings feed into project design and future phases;
    • Coordinate the desired body of evidence for the project through research that could be contributing to the overall project aims.
    • Ensure that SC’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This will involve participation in coordination groups such as the Communicating with Communities Working Group.
    • Lead on the information content management for the digital hub in UCAN including working closely with responses to create new content and ensure content is up to date.

      To be a strong supporter and advocate for children on this role you will need to demonstrate:

      • Bachelors or Masters’ degree in a relevant subject or equivalent field experience
      • 5+ years experiences of working in technical MEAL roles
      • Previous humanitarian response experience in response country or overseas
      • Demonstrated ability to design and establish MEAL systems in for emergencies
      • Strong skills in collecting, analysing, interpreting and encouraging the use of both qualitative and quantitative data.
      • Proven ability in using data and analysis to influence programmatic change.
      • Proven capacity to supervise, train and coach/mentor staff
      • Proven experience of managing a team and project(s)
      • Experience of working through systems of community participation and accountability, including training staff in relevant approaches
      • A high level of written and spoken English, including an ability to write clear and well-argued reports.
      • Excellent communication, influencing and representational skills
      • Politically and culturally sensitive with qualities of patience, tact and diplomacy
      • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
