About the Dallaire Institute for Children, Peace and Security

The Roméo Dallaire Child Soldiers Initiative (Dallaire Initiative) was established in 2007 by retired Lieutenant-General the Honourable Roméo Dallaire, former Force Commander of the United Nations Assistance Mission for Rwanda (UNAMIR). Our mission is to develop new strategies and tactics to progressively end the recruitment and use of children as soldiers worldwide. As of April 2020, the Dallaire Initiative has now become the Dallaire Institute for Children, Peace and Security.

To achieve this important objective, the Dallaire Institute conducts activities on four fronts:

  • World-class, interdisciplinary research to build and share knowledge, which in turn leads to new solutions;
  • High-level advocacy activities to create and promote the political will to end the use of children in violence as central to the achievement of global peace and security;
  • Education and programming to sustain the efforts to make the recruitment and use of children as soldiers unthinkable by inspiring leaders, educators, and policy makers to implement new approaches, conduct research, and actively share their knowledge on the prioritization of the children’s rights upfront approach.
  • Comprehensive, prevention-oriented training to security sector actors, in the service of broader security sector reform, as well as collaboration with civil society to create and implement tools that protect children from the dangers associated with recruitment.

Job Summary

The Manager Methodologies & Curriculum plays an integral role in supporting the successful design and execution of key capacity building programs at the Dallaire Institute. In particular, the Manager Methodologies & Curriculum will be responsible for ensuring that all Dallaire Institute educational/training/advocacy tools are organized and developed into curriculum for use in multiple areas to enhance our prevention-oriented work. This will be done with knowledge synthesized from research, monitoring and evaluation, advocacy, and security sector and community education programs. The position is based at the Dallaire Institute’s Headquarters which is housed within Dalhousie University in Halifax, Nova Scotia and reports directly to the Director of Instructional Design and Capacity Building Strategy.

The role will have two main areas of responsibility:

Curriculum Development & Capacity Building Approaches

· Manage the design and development of curriculum tools for security sector training, community education, public advocacy and capacity building initiatives that align with the strategic vision of the Dallaire Institute;

· Manage the Dallaire Institute inventory of curriculum and advocacy tools used to enhance our prevention-oriented work with audiences that range from the security sector, community and civil society groups, media, governments, partner organisations, internationally and domestically;

· Synthesize knowledge and identify opportunities for cross fertilization of curriculum and methodologies from research, monitoring and evaluation, advocacy, and security sector and community education programmes to further enhance our approaches to creating new curriculum and tools;

· Lead on testing current and new technologies to develop innovative approaches to engage a range of audiences around the world on the Dallaire Institute content and training;

· Optimize course development time and learning effectiveness by utilizing sound instructional design strategies;

· Enhance the capacity building and training approaches of the Dallaire Institute to inform the continued development and contextualization of methodologies and programs;

· Maintain an advanced knowledge of current, trending and innovative learning technologies that can accelerate or improve learning strategies and programs for the Dallaire Institute;

· Champion the needs of learners, the network, staff and stakeholders within the organisation;

· Be creative, innovative and evidence-based in your approach to curriculum design;

  • Organise and deliver curriculum development workshops for team members, external partners and learners, including regularized updates to new curriculum and approaches;
  • Organise and carry out internal and external user testing of learning pathways to inform evolving approaches and curriculum design;
  • Assist with the delivery and updates to the Dalhousie Online Courses offered through the College of Continuing Education;
  • Supervise the security sector advisor and community engagement advisors;
  • Liaise with the Gender Manager regularly to ensure compliance with the organization’s gender mainstreaming approaches;
  • Works closely to coordinate the execution of support to the Training and Engagement officer’s role of supporting delivery of curriculum through the training roster, consultants and programme staff;
  • As part of continuous improvement, carry out interviewing and observing of learners as required in coordination with the MEAL Manager.

Lessons Learned & Standards

· Work closely with the Research and Learning, Policy, Advocacy and Communications, and Regional Centres of Excellence teams to ensure curriculum is informed by our MEAL analyses and lessons learned;

· Support the full learning cycle, curriculum design, development, execution and review;

· Identify and establish tools that assess skills and behavior change and that monitor the effectiveness of the tools and pedagogy developed;

· Oversee quality control of the curriculum being delivered to ensure it adheres to proven learning principles, learning methodology and Dallaire Institute values and guidelines;

· Contribute to the analysis of research data and recommend improvements to program interventions to enhance the Dallaire Institute’s ability to demonstrate outcome-focused results;

· Assist with the professional development of Dallaire Institute staff and training on methodologies, tools and curriculum;

Other Responsibilities

To proactively participate in planning and performance processes as outlined in the Employee Handbook including annual appraisals, regular meetings, and ensuring that annual reviews are an integral component of workplans and priorities;

Skills, Knowledge and Experience

Required

· Master’s degree in education, training or equivalent education and years of work experience required;

· 5 - 8 years of experience developing and designing curriculum; 5 of which should be for learners in the Global South.

· 5-10 total years of experience in a relevant organization such as in an international non-profit organization, government, training, education or academic institution;

· Strong instruction and leadership design skills;

· Strong written and verbal communication skills;

· Experience living and working in cross-cultural communication and education;

· Excellent organizational and multi-tasking skills;

· Demonstrated ability to work within tight deadlines and under pressure;

· Demonstrated ability to work effectively across multicultural, multilingual, and multidisciplinary teams;

· Experience delivering training, education and strengthening capacity both in-person and remotely, including online fora;

· Project management skills, including workplan management and staff oversight;

· Self-starter, capable of working independently and managing a varying workload;

· Advanced proficiency in Microsoft Excel and Word;

· Demonstrated interest in global peace and security, human rights, child protection and humanitarian affairs or international development;

· Knowledge of child protection or children in armed conflict contexts is required;

· Experience working with security sector institutions, the media and community groups is desired;

· Fluency in English and French (required);

Desirable

· Other languages also considered an asset;

· Graphic design capabilities;

· Experience delivering courses or curriculum to university audiences.
