Title: Management of Abuse and Inappropriate Behavior – Two consultants, one external and one internal to MSF

Location: Home based

Duration: part-time 50%, for 10-12 months

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


II. POSITION BACKGROUND

MSF’s Core ExCom Action plan to tackle Institutional Discrimination & Racism is developed on seven categories:

Standards of care and communities we work with;Exposure to risk - safety and security;People recruitment and development;reward including remuneration and benefits;Management of abuse and irresponsible behavior;Communications and fundraising; andExecutive governance and representation.

The Core Executive Committee (Core ExCom) agreed to prioritize categories 4 and 5. More specifically acknowledging the need to increase resources and investment on category 5 ‘Management of abuse and irresponsible behavior’ MSF agreed for an MSF General Director acting as Core+ to the Core Executive Committee ensuring the robustness of the process and facilitating coordination of activities and for two consultants to support this work.

More specifically, MSF is looking for two consultants to be brought in for this work; one with knowledge and experience of the internal MSF structure, dynamics and needs; and one with experience on the external environment.

The maximum estimated number of days is xx and the consultancy’s duration will span over the course of a year, minimum. Candidates who do not have full time capacity are invited to apply.


III. PLACE IN THE ORGANISATION

The consultant is supervised by General Director acting as Core + and works closely with members of different affiliated platforms.


IV. MAIN RESPONSIBILITIES AND DELIVERABLE

In close collaboration and under the oversight of the Core+, and drawing the expertise, perspectives and support of other team members and MSF key stakeholders, the Consultants team will:

Support the design and propose a common abuse case management system for cases spanning multiple Operational Centers Support the design and development of a common review mechanismEngage with key actors, facilitate understanding of existing material and resources; propose ways to advance resources management Ensure focus for this work will be on the most vulnerable, patients and communities we work with as well as staff on the lowest income scales.Submit final proposal on both areas of work to Core+ before bringing to Core Executive Committee

The consultants will also:

Facilitate group discussions and conducting interviews if requiredProvide analysis and reports as per each stage of the consultancy Provide recommendations to and act as advisers to Core+ and Core ExComSupport on other duties as per the project’s requirements
