This position is located in the Enterprise Risk Management Section, Business Transformation and Accountability Division (BTAD) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst reports to the Chief of Section, P-5.

The focus of this job is to lead the implementation of enterprise risk management across the global Secretariat.

Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:
• Develops, implements and evaluates assigned programmes/projects related to the implementation of the enterprise risk management (ERM) and internal control framework, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the clients, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.
• Coordinates enterprise risk management policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Organizes and prepares written outputs, e.g. enterprise risk management background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts enterprise risk management training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Supports activities structured to define a comprehensive enterprise risk management framework across the Secretariat to identify, assess, manage and monitor risks and internal controls.
• Helps direct the development and maintenance of the methodology and practices related to the implementation of enterprise risk management, and supports the enterprise risk management focal points formally appointed in every department and office of the global Secretariat.
• Leads the identification, proposal and, upon approval, implementation of technological solutions that support risk management activities following policies and procedures set by the Office of Information and Communications Technology (OICT).
• Documents and writes related procedures.
• Leads and/or participates in missions, including provision of guidance to external consultants and other parties and drafting mission summaries, etc.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in enterprise risk management, information technology, project or programme management, or related area is required.

Of the above seven years of experience, at least three years of experience in enterprise risk management (ERM) implementation in an international setting is required.

Experience in developing and supporting a corporate risk register at the United Nations or other similar international organization is required.

Experience with system implementations is required.

Experience with the Governance, Risk, and Compliance (GRC) module of SAP or similar is required.

Two years or more of experience in data analytics or related area is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage. Assessment

This position is financed by the Support Account for Peacekeeping Operations and is temporarily available until 31 August 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
