STRATEGIC OBJECTIVE/ACTIVITY:

Organize custom clearance process for shipments arriving Lattakia port to help in delivering WFP food assistance to beneficiaries in good condition and timely manner.

The Logistic Assistant – Customs will work in the Logistics/ Port operation Unit and in collaboration with the other units of WFP

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Logistic Assistant – Customs will work in the Logistics/ Port operation Unit and in collaboration with the other units of WFP.

ACCOUNTABILITIES/RESPONSIBILITIES:

Within the assigned unit and delegated authority, the incumbent will be responsible for the following duties:

•Monitor ongoing shipments, pipeline information, insurance claims and other data;
•Provide day-to-day reports on the progress and movements of WFP shipments
•Monitor and report on WFP food stocks in operation’s warehouses and prepare daily stock reports;
•Coordinate and manage deliveries by suppliers, clearing agents and WFP warehouses; monitor and assess quality, quantity and safety of the goods;
•Initiate action for requests for duty exemptions on all WFP imported shipments, food and nonfood items;
•Follow up with the concerned authorities and service providers on necessary arrangements before shipments arrival to the port of entries including checking of the shipping documents and follow up with the clearing agents and transporters on shipments status upon arrival.
•Establish contacts with shipping agents, clearing agents and superintendents and monitor the discharge of WFP vessels ,advising supervisors of need for intervention in case of any unforeseen problems pertaining to discharge and/or clearing operations;
•Follow the movement of food and non-food items for the projects and operations from port of entries to destination.
•Follow up with port & customs authorities and other governmental concerned bodies on food clearance and releases;
•Follow up with WFP superintendent, clearing agent(s), forwarder(s), transporters and other logistics service providers on timely arrangements for food clearance and dispatches;
•Evaluate the performance of all services providers on ground and provide analytical vision on methods to improve the port operation work;
•Organize and supervise the vessel discharge to ensure timely adherence to lay time given (in case of charter vessels) and container discharge (in case of liners vessels);
•Deliver WFP standard LTI’s & waybills to those involved in the transport of WFP operations; ensure that the proper paperwork has been prepared;
•Assist with the accounting, reporting on food and non-food items and ensure that internal control systems are functioning and that all relevant records are maintained
•Perform other related duties as assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Secondary school education preferably university degree in business administration,Economy or quality assurance.

Experience:

At least four years of progressively responsible support experience including at least one year in the field of transport, clearing, insurance, statistics, operations or another related field.

Knowledge & Skills:

Experience utilizing computers, including word processing, spreadsheet and other software packages.

Languages:

Fluency in both oral and written communication in English and Arabic.
