As Logistics and Procurement Advisor, you will be a key member of the London-based programme team, providing detailed advice and support to our country programmes on all aspects of Logistics and procurement. As War Child develops and grows, delivering more complex and larger programmes, we need an experienced individual to work closely with our country teams on understanding key processes around procurement, asset management and compliance across all our programme delivery. Emphasis will be on travelling to country teams for extended periods to work with logistics staff and focal points in country to provide bespoke trainings and capacity building, depending on specific needs and priorities. This role will initially be fixed term until December 2020 and a key deliverable will be a report and recommendations for longer terms logistics capacity at War Child.

This is a new role at War Child reporting to the Head of Programme Operations and Funding and represents a priority sector for 2020. As War Child UK continues to grow and expand into new locations across our five country offices, we have increasing and more complex logistics and procurement challenges. In response to this War Child has established a new Adviser role in our programme operations team, who will work closely with the Programme Operations and Finance teams in order to set up the necessary standards and tools that our programme requires. In turn, this role will lead on producing the content and the implementation of the procurement manuals as well as building the capacity of our country teams to take full responsibility for compliance.
The role is geared to ensuring standards and compliance in logistics and procurement and will work directly with colleagues in country teams (with matrix management of the logistics officer/focal point), the UK programmes team and the UK finance team to build systems to manage risk and increase organisational capacity in this crucial area of operations and grant management.
Your responsibilities
• Review and update the Country Office Procurement Manual and tools – in line with the overall War Child procurement manual.
• Develop a Logistics Manual with accompanying tools and templates for War Child country offices, which as a minimum will cover: Procurement processes, Warehousing and stock management, fleet and asset/inventory management – including security, comms and IT equipment.
• Ensure compliance with procurement policy and with donor regulations on procurement for all existing and new grants.
• Design and roll out the new processes, tools and templates for key programme, support and field office staff across all countries.
• Identify and capacity build logistic focal points on procurement in all country offices, who can assume in country responsibility for ensuring compliance with the new Logistic policy requirements.
• Work closely with internal audit and extended-SMT to help identify and close key risks linked to logistics and procurement.
• Ongoing support to country programmes on logistics related issues.
• Support to UK teams on large scale procurement.
• Assist the Head of Programme Operations and Funding with donor due diligence exercises related to procurement.
• Regular travel to War Child country offices to deliver on responsibilities listed above (up to 70%).
• Support the recruitment of field logistics staff when needed.
• Provide recommendations for future organisational logistics capacity.

You have
• Experience in Logistics and Procurement roles in the Humanitarian sector across multiple countries. Ideally, in fragile conflict affected settings similar to where War Child is working.
• Experience in developing and reviewing policy documents and tools for use by wider organisation.
• Knowledge of key donor requirements relating to procurement (US government and DFID in particular.
• Experience of managing logistics remotely in an HQ or country office-based role.
• Experience of capacity building non-technical staff including programmes and finance teams.
• Ability to travel regularly (up to 70% of the time).
• French and/or Arabic would be desirable.
• Ability to show initiative and work independently
