As a party to the United Nations Framework Convention on Climate Change (UNFCCC), Bosnia and Herzegovina (B&H) has undertaken important steps towards understanding and addressing climate change issues. It is increasingly recognized not only by the Government and scientific community, but also by its citizens that climate change is an issue of key strategic importance. B&H has put great emphasis on climate change as one of the most significant development challenges facing the country. The importance of adaptation was clearly reflected in its Second National Communications and Climate Change Adaptation and Low Emission Development Strategy (CCA LEDs), adopted in 2013. In 2015, B&H submitted its Intended Nationally Determined Contributions (INDC), as part of the negotiations leading to the historic Paris Agreement, which it signed in April 2016.

Authorities of Bosnia and Herzegovina and key domestic stakeholders realize the increasing threat posed to them and the development of the country by climate change and the need of adapting to it in order to avoid or minimize negative consequences.  The government is motivated to support and implement the national adaptation planning (NAP) process as adaptation issues are becoming very important for the country’s further development.

The overall project’s objective is to support the Government of Bosnia and Herzegovina to advance the national adaptation planning process. Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes. The project will advance adaptation planning in B&H with a focus on most vulnerable sectors such as water management, agriculture, forestry etc., upgrading the knowledge base for adaptation, prioritizing adaptation interventions for the medium term, building institutional capacities for integrating climate change adaptation and demonstrating innovative ways of financing adaptation at the sub-national/local government level.

Purpose of this assignment is to contribute to development of Monitoring and evaluation (M&E) framework for climate change adaptation activities. A basis for the development of a M&E framework is development of Standard Operational Procedures (SOP) for data/information exchange between sectors relevant for climate change adaptation (water management, agriculture, forestry, environment, spatial planning and hydro-energy sectors). This SOP should identify which data/information should be exchanged, which sectors will be engaged in data/information exchange and timeframe of data/information exchange. Special attention is to be paid to data/information whose exchange will be automatized.

Development of this SOP will be done in constant cooperation with the appointed working group and requires a joint and coordinated approach of technical and legal experts.

Duties and Responsibilities

The consultant should work in close consultation with and under the guidance and supervision of the UNDP project manager. Specifically, his\her responsibilities are but not limited to the following:

1. Identify existing data in forestry sector related to the following aspects of CC adaptation monitoring:

i) progress made in implementing planned initiatives that directly or indirectly affect the level of climate resilience or the capacities to develop and implement adaptation policies, plans and strategies, known as adaptive capacity,

ii) tracking financial or non-financial resources spent on adaptation initiatives.

2. Develop Standard Operating Procedures (SOP) that define:

i) Coordination of CC adaptation actions/activities between forestry sector and other climate vulnerable sectors such as water management, environment, hydro energy, spatial planning, agriculture… 

ii) Horizontal and vertical inter-sectoral cooperation within forestry sector and between forestry sector of FBiH and RS and BD.  This part of SOP will define necessary cooperation for information and data exchange related to within forestry sector.

Also, this part of SOP will define vertical cooperation/information exchange with BiH level aiming to ensure data flow related to fulfillment of BiH intergovernmental obligations.

Develop SOP on data/information exchange between forestry sector and Environmental Protection and Energy Efficiency Fond of the Republika Srpska/ Environmental Fond of the Federation of Bosnia and Herzegovina in order to establish operating System for Monitoring and Evaluation of activities for climate change adaptation. The standard operational procedures will include data/information exchange and implementation of adaptation activities, as well as M&E framework.

3. Work closely with international M&E expert, and other sectorial experts in establishing Conceptual Framework for M&E of adaptation activities.

4. Organize and take part in implementation of introductory workshop, as well as 2 additional workshops to discuss with stakeholders draft of SOPs and final SOP developed.

Required Skills and Experience

Academic Qualifications/Education:

  • BSc (or at least 240 ECTS points) in Forestry;
  • MSc will be considered and asset.

Experience:

  • Minimum 10-year experience in working in forestry sector in Republika Srpska/FBiH;
  • Knowledge of the environmental issues in BiH;
  • Knowledge and understanding of the relevant EU directives and UNFCCC regulations.

Languages Requirements:

  • Knowledge of English is an asset.
