Background

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The Migration Management Strategy (\"RS Official Gazette\", No. 59/09), adopted on 23 July 2009, foresees establishment and implementation of mechanisms for comprehensive and continuous monitoring of migration flows in the Republic of Serbia, the completion of the strategic, legal and institutional framework for joint migration management and creation of conditions for integration and social inclusion of migrants. Migration management must be in accordance with the European Union association policy, as well as with specific demographic trends and long-term development needs of the Republic of Serbia.

In co-operation with the Commissariat for Refugees and Migration, in 2022, the OSCE Mission to Serbia will engage on enhancing the capacity of the central and local levels to conduct gathering, compilation and analysis of data and indicators for migration management. This data is necessary for the evidence-based development of the Local Action Plans (LAPs) which are strategic and action-oriented documents that map the migration trends at the local level and assess the position and needs of different groups (i.e. situation of refugees, internally displaced persons (IDPs), returnees under the readmission agreements, asylum seekers, immigrants, diaspora, etc.) and shall be presented in local self-governments (LSG’s) Migration Profile.

To that end, the Mission’s Democratization Department therefore requires the services of one local consultant/expert to develop the “Guide on the development of the migration profile in local self-government units” to serve as a comprehensive online reference tool for the Local Migration Councils in developing the migration profile on its territory.

Tasks and Responsibilities

Under the supervision of the National Programme Officer, and in close co-operation with the Commissariat for Refugees and Migration, the will consultant will be responsible for:

Conducting the assessment of needs, covering identification of areas that require further improvement, selecting relevant topics, and deciding on the structure of the document (content and scope); During the assessment phase, seeking and attending the meetings with the representatives of the selected LSGs; Proposing the content of the Guide that shall include inter alia, the relevant methodology and sources of data in order to develop the comprehensive tool that guide the development of the specific migration profiles of each LSGs; Attending the OSCE and the Commissariat for Refugees and Migration review meeting; Reviewing and adjusting the draft of the Guide and developing the full version that shall be adapted for digital use; Reporting on a bi-weekly basis to the OSCE on progress in achieving tasks; When required, attending standing consultations with the OSCE/Commissariat for Refugees and Migration; Producing the final report.

The majority of tasks are to be carried out online from home, with the exception of maximum two in-person review meetings with the OSCE and the Commissariat for Refugees and Migration.

Necessary Qualifications

University degree in human geography, migration and population studies; Minimum 10 (ten) years of professional experience in the field of migration issues, population geography, theory and methodology of population research and demography; Proven record in conducting analyses and developing policy documents in the field of migration; Professional fluency in Serbian, both written and oral; working knowledge in English, both written and oral; Good interpersonal skills, clear communication and ability to establish working relationships with institutional stakeholders; Computer literate with practical experience in Microsoft packages; Ability and willingness to work with people of different cultural, national and religious backgrounds; Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed on a Special Service Agreement covering a total period of 20 (twenty) non-consecutive working days in the period from 12 September 2022 to 18 November 2022, and will be paid a total amount not exceeding 235,000 RSD in total, commensurate to individual qualifications and experience. The payment will be effected upon successful completion of all tasks.
