Background
About 90% of the world's cargo is transported in maritime containers, but only less than 2% is physically inspected by Customs authorities. This fact provides ample opportunities for illicit activities, such as avoiding Customs duties, circumventing quotas, or smuggling protected timber and wildlife, fisheries crime, nuclear materials, weapons and drugs. Today, it is widely believed that the only viable way to control containerized cargo is through information-based risk analysis followed by detection technologies. In this way, it becomes possible to target high-risk consignments and proceed with physical examinations only when needed.
The UNODC-World Customs Organization (WCO) Container Control Programme (CCP) targets illegal containerized shipments by building risk assessment and inspection capacity in specialized Port Control Units (PCUs) and Air Cargo Control Units (ACCUs), made up of officers from Customs, national police, and other relevant law enforcement agencies. The CCP implements activities in multiple phases, ranging from technical needs assessments to establishment of Port Control Units (PCUs) and training of the officials.
Objective of the Assignment: The purpose of the assignment is to support CCP programme management staff based in Bangkok, Thailand by assisting with the general management and implementation of the project "Container Control Programme" (GLO/G80) activities in South Asia with a special focus on fisheries crime, in accordance with UNODC rules and regulations. The consultant will be expected to organize and deliver training in the Maldives and other CCP countries, primarily in South Asia. The consultant will assist with the development and supervision of training, drafting of reports, coordination of meetings and other events, and drafting of programme documents.
Duties and Responsibilities
Scope of Work: Under the general supervision and policy guidance of the UNODC Regional Representative for South Asia, the global UNODC CCP Programme Coordinator in Vienna and the CCP Regional Coordinator for South Asia, Southeast Asia and the Pacific, the incumbent will be responsible for implementing the project "UNODC-WCO Container Control Programme" (GLO/G80) activities in South Asia with a special focus on fisheries crime.

Upon satisfactory completion and submission of each deliverable a payment prorated to the number of days and expressed as a percentage of the contract value shall be made;
Duration/Duty Station: This assignment is for the maximum of 6 months (130 workdays),
from 1 June 2021 until 30 November 2021. Possibility for extension is subject to availability of funds.

Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that a consultant secure his/her own insurance coverage during the conduct of consultancy.

Required Skills and Experience
The assignment requires a qualified individual with the following expertise:
Education: A first-level university degree in law, criminology, political science, international relations or other relevant disciplines.
Experience:
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required and knowledge of the language used in the designated countries/region is desirable; in particular, knowledge of Dhivehi is highly desirable. Knowledge of other UN official languages is an asset.
