Background

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The Law on the National Academy for Public Administration was adopted in 2017 and National Academy for Public Administration (NAPA) started its work in January 2018. NAPA is in charge of establishing a system of professional development of public administration at all levels. In line with NAPA’s priorities and its programme of professional training of civil servants, the OSCE Mission to Serbia will support development of two priority online trainings - on Ethics and integrity and on Labour legislation in public administration.

The Mission’s Democratization Department therefore requires the services of one local consultant, who is an experienced expert in the field of andragogy, to support topic experts in the development of two online trainings - on Ethics and integrity and on Labour legislation in public administration (curriculums, stories/scenarios for video lessons and quizzes). The expert will perform the tasks in close co-operation with the expert on ethics and integrity and the expert on labour legislation in public administration.

Tasks and Responsibilities

Under the supervision of the National Programme Officer, and in close coordination with NAPA, the consultant will be responsible for:

Providing advice on curriculum – structure, content and presentation of lessons, based on adult learning theories/concepts as well as possibilities of SCORM format/package; Providing advice for visualisation and interactivity of lessons; Assisting in developing scenarios for video lessons; Providing methodological instructions for creating quizzes and tests for both trainings; Provide advices, comments and recommendations in the process of post-production of video lessons. The consultant will work online from home and, when needed, meet with experts of the Mission, NAPA and production company in person or via platform for online meetings. These tasks will be carried out in close co-operation with the expert on ethics and integrity and the expert on labour legislation in public administration.

Necessary Qualifications

Citizenship of or permanent residence in the Republic of Serbia; University degree (minimum MA) in psychology/andragogy; Minimum five (5) years of relevant professional experience; Experience in development of trainings in SCORM package; Experience in development of trainings for public administration would be an asset; Outstanding knowledge of the adult learning theories, concepts and practices; Proven ability to prepare curriculum and produce learning materials for adults; Excellent interpersonal, communication, analytical and organizational skills with the ability to self-motivate and to work under pressure; Professional fluency in Serbian, both written and oral; fluency in English is preferable; Computer literate with practical experience in Microsoft packages; Ability and willingness to work with people of different cultural, national and religious background; Demonstrated gender awareness and perspective into tasks and activities; sensitivity, as well as the ability to integrate a gender.

Remuneration Package

The consultant will be employed on a Special Service Agreement covering a total period of 14 (fourteen) working days in the period from 1 July 2022 to 15 November 2022, and will be paid a total amount not exceeding 210,000 RSD in total, commensurate to individual qualifications and experience. The payment will be effected upon successful completion of all tasks.
