Organizational Setting

The Integrated Sustainable Land and Coastal Management (ISLCM) project is a five-year project funded by the Global Environment Facility (GEF) in partnership with the Food and Agriculture Organization of the United Nations (FAO) and the Vanuatu Government. FAO is the Implementing Agency (IA) and is providing the technical support to the Vanuatu Government in implementing the project. The Ministry of Climate Change, Ministry of Lands and Natural Resources and Ministry of Agriculture, Quarantine, Forestry and Fisheries are the Executing Agencies and national counterparts for the project. The project will be working closely with other partners within the public and private sectors as well as with members of the Non-Government Organizations (NGOs). The overall goal of the project is to test and implement sustainable and integrated management of forest, land and marine resources to achieve effective ridge-to-reef (R2R) conservation in selected priority watersheds in Vanuatu.

Under the overall administrative leadership of FAO Sub-regional Representative for the Pacific Islands in Samoa and under the direct technical guidance of the Lead Technical Officer (LTO) and direct supervision of the Chief Technical Advisor (CTA), the National Project Coordinator (NPC), the National Project Officer (NPO) as well as with close collaboration and consultation with the Vanuatu GEF Operational Focal Point (OFP) and with relevant Government Ministries and national counterparts on the project islands, the Local Conservation Specilist (LCSs) will undertake the following tasks listed below.

Reporting Lines

The Local Conservation Specialist will report to the Project management Unit (LTO:CTA;NPC;NPO). The LCS shall submit a monthly report with activities developed in Project Site.

Technical Focus

To develop an Agenda linked with proposed activities in PRODOC and help Project Team and stakeholders to obtain outputs and outcomes stablish in Annual Work Plan, covered by the Integrated Sustainable Land and Coastal Management project

Tasks and responsibilities

  • Assist the CTA, NPC and NPO implement, monitor and report on project activities in the islands;
  • Assist in public awareness campaigns, stakeholder consultations relating to project work in the protected area sites and at the island and provincial level;
  • Coordinate project activities at the protected areas of the islands and provinces through guidance of NPC and NPO;
  • Work with national counterparts from relevant government departments and ministries in coordinating and implementing project work and work plans at the project site;
  • Organize meetings and consultations with landowners and provincial government representatives to address and solve issues impacting on smooth and timely implementation of project activities;
  • Involve in technical work such as surveys and other data and information collection work by organizing logistics at local project sites;
  • Assist organize approval for entry into communal land, forest and villages and establish network with local chiefs and village committees;
  • Assist in disbursement of awareness and educational materials related to project work;
  • With assistance of CTA, NPC and NPO organize landowner groups to ease disbursement of project materials, funds and other benefits related to project work;
  • Prepare monthly progressive reports and specific situation reports when as required;
  • Provide logistical support to project consultants and teams when out implementing activities in the field

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Environmental sciences, Geography, Biology or related
  • 5 years of relevant experience in Community development
  • Experience working and managing landowner and customary issues;
  • Working knowledge of English, Bislama and Efate local language.
  • National of Vanuatu.

Technical/Functional Skills

  • Be qualified in Sustainable Tourism and Environmental Science, with an in-depth understanding and working knowledge of global best practice in sustainable tourism and environmental management planning, and development.
  • Practical experience working with stakeholders in the private, public and community sectors.
  • Project management experience, including financial management, co-ordination of project team members, organising stakeholder meetings and workshops, production of high quality reports, high level mentoring skills and client communication
  • A demonstrated track record of successfully delivering similar environmental related projects and programs.
  • Experience in Project Management; training and capacity building
  • Experience in the sociocultural situation for Vanuatu and have had an in experience undertaking research in Vanuatu
