RTI’s work is helping foster stronger food systems, reduce malnutrition in all its forms, build resilience and engage the next generation of food security leaders. RTI is currently partnering on nearly 30 projects in East Africa, including activities focused on private sector-driven agricultural growth in Rwanda and market systems development in Kenya.

Project Description

The purpose of the recently awarded USAID Feed the Future Senegal Value Chain Activity is to provide technical assistance to significantly scale-up, both in terms of potential beneficiaries and geographical coverage, access to value chain services to expand job opportunities and enterprise development in the Senegalese agricultural sector. The anticipated program will be based in Dakar, Senegal and the intervention zones are the Delta and middle valley of the Senegal River, South Saloum, and Casamance.

Position Description

RTI International is seeking a Local Capacity Building Specialist for the USAID Feed the Future Senegal Value Chain Activity. This position will support the local capacity development activities on the project through supporting local organizations, including small and medium enterprises (SMEs), farmer organizations, and government bodies to integrate self-reliance. This position will be in Dakar, Senegal and report to the Finance, Operations, and Local Capacity Development Manager.

Description du projet

L’objectif du nouveau projet, Feed the Future Sénégal Services aux Chaines de Valeur de l’USAID, est de fournir une assistance technique pour augmenter considérablement, à la fois en termes de bénéficiaires potentiels et de couverture géographique, l’accès aux services au sein des chaînes de valeur pour accroitre les opportunités d’emploi et le développement des entreprises Sénégalaises dans le secteur agricole. Le projet sera basé à Dakar et les zones d’intervention sont le Delta et la moyenne vallée du fleuve Sénégal, le Sud Saloum et la Casamance.

Description du poste

RTI International est à la recherche Spécialiste développement des capacités locales pour l’activité Feed the Future Sénégal Services aux Chaines de Valeur de l’USAID. Ce poste soutiendra les activités de développement des capacités locales sur le projet en soutenant les organisations locales, y compris les petites et moyennes entreprises (PME), les organisations paysannes et les organismes gouvernementaux pour intégrer l'autonomie. Ce poste sera basé à Dakar, au Sénégal et sous la supervision du Responsable finances et opérations et développement des capacités locales.

Your primary responsibilities will include but not be limited to:

  • Develop strategies to identify, assess and strengthen relevant organizations and systems engaged by the project. Establish and strengthen relationships among value chain actors.
  • Provide local capacity development technical assistance, in close collaboration with technical team, to a large variety of partners.
  • Support local capacity-building activities, including leading organizational capacity maturity assessments with applicant networks to ensure they have basic levels of self-governance and financial management skills to enter results-based subcontracts.
  • Support the emergence of new or existing youth & women organizations
  • Designs trainings focused on management, internal governance, recordkeeping, profitability, and leadership planning for local partners and sub-awardees to be rolled out jointly with local consortium partners.
  • Provide technical support that will likely involve a combination of guidance, training, facilitation of organizational assessments, and development of strategies and institutional strengthening plans.
  • Strengthens the institutional capacity of local partners and sub-awardees to support value chain services and builds their institutional capacity to become USAID-certified by project end.
  • Develop strategies and tools for institutional capacity building, including organizational scorecards and leadership assessments.
  • Conduct post-training feedback, assessments, co-ordinate with faculty to provide inputs and ensure continuous improvements, etc.
  • Facilitate networking opportunities and events to promote peer learning, collaboration, and joint action.
  • Monitor, document and report on progress, including tracking of all relevant M&E data and periodic program reporting.
