The ABA Rule of Law Initiative seeks a Local Accountant/HR Manager who will be responsible for the effective financial and accounting management to ensure smooth functioning of ABA ROLI’s field office based in Nur-Sultan, Kazakhstan. The Local Accountant/HR Manager will also be responsible for human resource management for the field office.

This position directly reports to the Country Director/Chief of Party and Deputy Chief of Party, and is based in Nur-Sultan, Kazakhstan.

Principal Duties & Responsibilities

o Responsible for the development of tax reporting and timely submission to tax and other local authorities;

o Work with Field Financial Manager on record-keeping, financial policies, and financial reports;

o Responsible for accurate development of internal orders;

o Coordinate and support the recruitment process of staff, short and long term specialists;

o Assist with onboarding new staff;

o Maintain local personnel files and accounting files;

o Contribute to the development of organizational policies;

o Perform accruing and payment of taxes and duties to federal, regional and local budgets, insurance contributions to state extra budgetary social funds, payments to bank establishments, costs for financing of capital investments, remunerations of workers and employees, other payments and deduction of costs for remunerative incentives of the organization’s employees;

o Responsible for local accounting and taxation in accordance with applicable laws of Kazakhstan using 1C software;

o Responsible for planning and correspondence of accounts;

o Prepare documentation and perform analysis and reflection of bookkeeping accounts for operations related to flow of capital assets, material and monetary assets;

o Perform acceptance and control of primary documentation on correspondent accounting sectors and prepare them for reflecting onto bookkeeping accounts;

o Responsible for development and maintenance of normative and methodical materials related to financial activities of the company;

o Responsible for accurate maintenance of the forms and methods of accounting in the organization;

o Control bank operations in compliance with currency legislation of the Republic of Kazakhstan;

o Performs other related duties as required.

Skill and Educational Requirements:

o University degree in Finance/Accounting and/or a related field is required.

o 5 or more years of experience working in Finance/Accounting;

o Experience working with U.S. Government-funded programming preferred;

o Strong understanding of 1C accounting software, MS Suite including Word, Excel, and PowerPoint;

o CAP/CIPA certificates are desirable;

o Knowledge of legislative and regulatory documents on personnel management;

o Knowledge of local labor laws applicable to Kazakhstan;

o Knowledge of labor market conditions, labor force, and educational services applicable to Kazakhstan;

o Results-oriented, experience ability to work with a team to achieve a shared goal;

o Strong verbal and written communication skills;

o Fluent in Russian and English; Kazakh is desirable.
