General Description

WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. Working context:

WeWorld-GVC in Libya

WeWorld-GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

In Libya, WW-GVC has its main office in Tripoli and a field office in Sebha (Fezzan region).

Provisional annual budget 2021: 3,200 M EUR.

The main donors are EU Trust fund for Africa, AICS, CERF.

Libya National team: 14 staff

Libya team in Tunis office: 8 staff

Scope of the work

WeWorld-GVC is recruiting a Libyan Program Coordinator who works under the direct responsibility of the Country Representative. She/he has under her/his direct responsibility two Project Managers. She/he works in coordination with: the Libyan National Coordinator (based in Libya), the Finance and Administration Coordinator, the Gender & Protection Coordinator, the Data analyst and Logistic Coordinator (based in Tunisia). She/he has under her/his indirect responsibility 9 staff (based in Libya).

Main functions and duties

The Programs Coordinator will be the program lead in Libya, contribute to strategic planning and lead in management of all technical experts. The Programs Coordinator will oversee and coordinate projects and programmatic issues related to quality and delivery with a focus on program sector integration and collaboration. She/he is responsible for high quality and accountable program design and delivery, and ensures compliance with WeWorld-GVC’s procedures and guidelines within the operation. She/he leads the development of new programming strategies and program reporting.

The main tasks of the Libya Program Coordinator are the following:

1-Management Responsibilities

  • Provide leadership in the design, delivery and ensure the quality of WeWorld-GVC operations
  • Responsible for managing staff under her/his supervision and ensuring that WeWorld-GVC’s values are incorporated and upheld
  • Support the Country Representative (CR) in achieving goals, maintain program quality (and when necessary serve as the Acting Country Representative in the absence of the CR)
  • Support the development of expertise in relevant sectors and supports the agenda for capacity building of national staff
  • Responsible for ensuring that the program is donor compliant and respects WeWorld-GVC accountability principles

2-Fundraising and new program development

  • Provide support in the development of the WeWorld-GVC Libya fundraising strategy
  • Support fundraising from traditional and new donors
  • Supports opening of new strategic locations for program expansion

3-Programme strategy within WeWorld-GVC’s overall Country, Regional and Global strategic frameworks

  • Ensure all staff understand the regional and global frameworks
  • In collaboration with Regional Office, manage a consultative process for local strategy development, and play a leading role in annual program portfolio analyses
  • Responsible for the coordination of staff meetings, project kick off and closure meetings
  • Facilitate synergy between WeWorld-GVC’s program activities
  • Promote development of sectoral strategies that contribute to program strategy

4-Programme delivery

  • Enable and overseeing effective, efficient and timely implementation of all projects according to agreed contracts, budgets, policies and in accordance with specific donor requirements
  • Ensure that relevant beneficiary data is collected, compiled, analyzed and distributed and that relevant assessments are conducted in the project areas
  • Provide regular internal and external reports, and other relevant information on program activities, policy matters and external relations
  • Ensure the local quality assurance systems are developed and followed
  • Provide staff with direction and input and prioritize technical expertise according to program needs
  • Cooperate closely with CR and Libya National Coordinator to develop sector synergy

5-Quality, accountability, and program compliance

  • Ensure implementation in accordance with Core Humanitarian Standard (CHS)
  • Ensure complaints handling mechanisms are in place for all programs,
  • Supervise M&E, accountability and learning activities to ensure effective quality monitoring and evaluation
  • Support program teams in ensuring learning across the programs and replication of best practices

6-Representation, coordination and stakeholder management

  • Ensure that WeWorld-GVC maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors
  • As agreed with the CR, represent WeWorld-GVC at relevant and senior forums/ meetings such as donor meetings, field donor meetings, Consortium meetings etc
  • Conduct regular stakeholder analyses to ensure that WeWorld-GVC has good understanding of dynamics/ relationships in Libya
  • Take the lead with specific donors based on gaps identified in the program

7-Advocacy and communication

  • Support in developing a program advocacy and communication strategy for the country
  • Support the CR in the development and review of communication materials, including brochures, case studies as well as press releases

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge:

  • Master or equivalent in the international cooperation / development / project management sector
  • Deep understanding of the Libyan context, conflict sensitivity, migratory flows, local economic development and issues related to Health, WASH, Protection
  • Fluent in English is mandatory

Professional experience:

  • At least 4 years of specific experience in coordinating projects in the field of international cooperation
  • Representation experience with institutions and participation in coordination meetings
  • Experience in budget management and monitoring of logistical procedures

DESIDERABLE REQUIREMENTS

  • Knowledge of Arabic, French and Italian would be considered an asset
  • Previous work experiences in Libya and Tunisia
