Result of Service

CBIT's most important contribution will occur by strengthening Peru's reporting capacities so as to adequately comply with the requirements of the Enhanced Transparency Framework through the new reporting format under the Paris Agreement: the Biennial Transparency Reports (BTR).

In order to carry out the activities of Peru's CBIT project it requires a legal expert to support the process of institutional arrangements necessary for the development and implementation of Peru's system for monitoring climate adaptation, mitigation and financing measures.

Ultimate Result of the Service:

  • Ensure legal consistency in the preparation, validation and approval of the guidelines and technical-legal documents for the operation of the in Peru's system for monitoring climate adaptation, mitigation and financing measures.

The consultant will carry out the following activities:

  • Analyze the existing regulatory framework, identifying gaps and complementary regulations for the development of the transparency system in mitigation and adaptation.
  • Provide legal opinion on the necessary procedures to be developed to establish Mitigation in Peru's monitoring system.
  • Provide legal assistance for the preparation of general guidelines and tools to ensure consistency and comparability of GHG emission.
  • Provide opinion and legal assistance to establish institutional arrangements to systematize information for the implementation of the adaptation component of the NDC
  • Analyze, prepare and propose normative technical documents necessary for the implementation in the climate finance system of Peru.
  • Create supporting documents and analysis of standards, laws, regulations on the system for monitoring climate adaptation, mitigation and financing measures.
  • Provide legal assistance in the preparation of technical-normative documents generated by MINAM to the Ministries involved in the measurement and projections of emissions.
  • Others required by the project coordinator.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Regional Office for Latin America and the Caribbean (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) on its Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its NDCs, as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The UN Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing and executing agencies. The UN Environment Regional Office for Latin America and The Caribbean based in Panamá will provide technical and administrative support to the Peruvian government and will support the implementation of the CBIT in coordination with the UNEP-DTU (Technological University of Denmark) Partnership-UDP

The CBIT Project in Peru will support the implementation of the Enhanced Transparency Framework of the Paris Agreement and will provide relevant outcomes to the National Government regarding the implication of the private sectors in climate action.

In the first, second and third components, the corresponding legal framework must be developed to institutionalize the monitoring and reporting actions of the adaptation and mitigation measures, as well as climate financing.

In this sense, UNEP ROLAC is looking for a legal expert to support the processes required to support the country in the preparation of its Biennial Transparency Reports (BTR). The incumbent will be supervised by the Head of the Climate Change Unit for Latin America and the Caribbean of UNEP and will work 40 hours per week, from Monday to Friday, full time at the Ministry of Environment in Lima, Peru.

Qualifications/special skills

Academic Qualifications: - Bachelor's degree in Law, Public Policy, Political Science, Environmental Policy, or related areas (required)

Experience: - 10 years of experience of working with the public sector, either within the government or as a consultant, specifically in areas related to climate change or environment (required).

  • Postgraduate courses on climate change issues (desirable).
  • Postgraduate courses in Management of Processes for the Public Sector (desirable).
  • Experience in design and development of regulatory frameworks on climate change(desirable).
  • Experience providing technical and legal support to include the condition of climate change in the policies, strategies, plans and programs, planning of public entities at the national and sub-national level(desirable).
  • Experience in the analysis of implicit and explicit norms, policies and plans to reduce greenhouse gas emissions in the agriculture, forestry and industrial sectors; and to adapt to climate change in the health sectors (desirable).

Language: - The candidate must have fluency in Spanish.

  • Confident level of writing, reading and editing skills in English
