The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.

The ICRC regional delegation in Paris (covering HR files for different structures across Europe) is seeking qualified, experienced and highly motivated candidates for the position of Legal Adviser

The Legal Adviser, together with and under the supervision of the Regional Legal Adviser, contributes to legal research and analysis (international humanitarian law, human rights law) and to all other activities carried out to promote IHL and its effective implementation in Europe as well as to support the activities (in particular “Protection”) of the Paris delegation.

Under the supervision of the Regional Legal Adviser (RLA), the Legal Adviser:

· Carries out research and analysis of international law, European law and national law (European countries) in the field of IHL implementation (in particular Arms Trade Treaty).

· Carries out research and analysis of international law, European law (in particular ECHR) and national law (European countries) in any field of interest for the ICRC (legal framework related to detention, migration, counter-terrorism…).

· Is in charge of relations with academic circles in Europe, in particular supporting IHL training and courses, IHL moot court competitions and the organization of an academic roundtable.

· Is in charge of following up the trends of prosecution and policies of repression of IHL violations in Europe by national judicial authorities.

· Maintains and develops contacts with and shares ICRC positions with interlocutors at the national and regional level, including through participating in missions on his/her own or with colleagues.

· Supports activities of the « Protection » department as and when required.

· Supports all other activities of the legal team, including organizing regional events.

Profile/skills

· Master’s degree, ideally in international law; solid knowledge of human rights law (ECHR) and of IHL.

· Minimum two years’ work experience in the legal or humanitarian field.

· Languages: French and English: very good oral and written skills (knowledge of legal terminology an asset). Another European language (Spanish, Italian, German…) desirable.

· Trustworthy and reliable personality. Able to integrate and work in a multicultural team.

· Ability to work independently, to organize his/her work and manage independently their own files whilst meeting deadlines.

· Willingness and availability to carry out work trips in Europe.

· Good IT knowledge (Word, Excel…).
