Background

Norwegian Refugee Council (NRC) will be Consortium Lead and grant holder of a significant multi-partner grant funded by the European Commission Department for International Partnerships (INTPA) focusing on the following sectors: Education, LFS, Health and Protection. Advocacy activities are also planned. This will be a second, expanded phase on an existing consortium project which ended in December 2021.

NRC is seeking an experienced Learning and Accountability Adviser (LAA) to oversee learning, information management and accountability within the Consortium.

The LAA is line managed by the Consortium Manager and will provide oversight of Consortium Member reporting and data analysis, provide tools to streamline data practices, and will oversee a sophisticated learning agenda to inform programme relevance and advocacy.

The Consortium will undertake 2 types of learning: first regular programmatic reflection on monitoring data of the participating agencies to ensure that regular M&E takes place and contributes to programme design and delivery; and second periodic learning papers will be produced (either in-house or benefitting from sub-contracted specialist capacity), presenting a deeper analysis of selected topics based on available and new data. The LAA will line manage an Information Management Officer and will facilitate intra-partner engagement in data management, information sharing and collaborative learning. The LAA will also advise partners in setting up and utilizing their Accountability systems.

Duties & Responsibilities 

1. Responsible to develop the Consortium learning and data management strategy, responding to contextual challenges and different partner approaches
2. With support of the IMO, lead the design of consortium level information management systems that can be rolled out across members and compatible with members own M&E tools.
3. Develop Consortium specific SOPs to guide the proper use of collective data tools ; advise on quality control of M&E activities
4. Provide technical input to member monitoring and evaluation plans, including methodological guidance and resource planning and capacity building across Consortium members.
5. Line manage Consortium Information Management Officer
6. Manage the development and implementation of a Consortium learning agenda
7. Ensuring learning moments are institutionalised, with systems in place for analysing and using M&E data and supporting members and the Technical Working Group to interpret and use learning for strategic and programme decision making.
8. Responsible for ensuring compliance and adherence to NRC and donor policies, guidance and procedures in relation to the Consortium, while contributing to the development of policies, strategies, tools and new approaches with a focus on innovation
9. Deputise for the Consortium Manager when needed

Knowledge, skills and experience

5 years of demonstrated experience in design, implementation, and oversight of research, monitoring and evaluation for international humanitarian and/or development projects Advanced degree in economics, research methods, social sciences or a related field Technical knowledge needed to both design rigorous research methods and instruments (including non-experimental, experimental and quasi-experimental designs) Advanced experience in qualitative and quantitative data analysis and tools Technical competency and prior experience implementing various program evaluation methodologies and approaches; Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning and facilitation skills; Fluency in spoken and written English. Knowledge of Farsi is an asset Knowledge of the context in Iran, Afghanistan and forced migration/displacement is an asset Expertise within one or more of sectors of Consortium partners is an asset

What we offer:
