Background:
The OSCE Mission to Moldova is looking for a NATIONAL CONSULTANT to design and conduct a gender-based violence (GBV) quiz targeting youth from both banks of the Dniester/Nistru River.
Gender-based violence (GBV) is a serious violation of human rights and a life-threatening health and protection issue. During displacement and times of crisis, the threat of GBV significantly increases for women and girls. The escalation of conflict in Ukraine has forced people to flee their homes seeking safety, protection and assistance in neighbouring countries, including Moldova. Young women and men transitioning to adulthood (i.e., those who are 18–21 years old) constitute one of the vulnerable groups.
The scope of the assignment is to raise youth’s awareness (14-18 years) on the importance of gender equality and the existence of available GBV services through a quiz competition on both banks of the Dniester/Nistru River. The quiz seeks to help youth understand that:
Gender equality is essential for economic prosperity. Societies that value women and men as equal are safer and healthier. Gender equality is a human right; Gender-based violence is more than just physical and sexual violence: emotional, financial, and cyber violence are also forms of gender-based violence that can be just as harmful; Availability of GBV services on both banks of the Dniester/Nistru River.Successful applicants under this vacancy notice will be added to a roster of persons eligible for temporary contracts with the mission.
Tasks and Responsibilities:
National consultant will work together with national consultant from the left bank (responsible for the overall logistic on the left bank) and will be guided by the OSCE Human Dimension Officer and National Programme Officer, keeping them updated on developments on a regular basis, whilst conducting the following tasks on both banks of the Dniester/Nistru River:
Develop a quiz on importance of gender equality, danger of GBV and available GBV services in Romanian and Russian languages (5 days); Develop supporting materials (in Romanian and Russian languages) to be distributed during the quiz by using available OSCE and UN materials (2 days); Organize and conduct 10 quizzes (in Romanian and/or Russian languages) on both banks (5 quizzes on the right bank and 5 quizzes on the left bank; min 10 people per quiz) up to 1 hour for young people age 14-18 years in different locations on both banks:

Necessary Qualifications:
University degree in human rights, psychology, IT, social sciences or other related field;
Extensive work experience in developing quizzes in the field of human rights and/or protection and/or gender;
At least 2 years of experience working with youth;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Excellent written and spoken Romanian and Russian, fluency in English;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Very dedicated to work undertaken;
Self-disciplined and responsible to deadlines; Good PC skills, ability to use the Internet; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
