The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of his/her mandate and specific tasks given to him/her by the OSCE participating States. This includes primarily assisting the Secretary General in his/her activities, serving as a focal point for liaison and support to the Chairperson-in-Office, and co-ordinating tasks across the Secretariat. It groups horizontal services such as Executive Management, Communications and Media Relations, Legal Services, External Co-operation, Security Management, Gender Issues, Conference and Language Services, Central Records Management, and oversees the OSCE Documentation Centre in Prague (DCiP). The OSG ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of Executive Management.

Conference and Language Services, as part of the OSG, provides professional support to the decision-making bodies of the OSCE and the respective delegations on matters dealing with the organization of meetings, including interpretation and translation, documents control, editing and word processing services.


Tasks and Responsibilities:

Under the supervision of the Supervisor, Documents Control, the sucessful candidate will assist the work of the English translators. More specifically, he/she will perform the following duties:

Processing conference documents, including statements, decisions and journals of meetings, deciphering heavily-corrected texts; Formatting and compiling official conference documents; Preparing advance drafts and making corrections until the final version of the text is accepted; Using Trados translation software to produce projects for translators, creating aligned files, maintaining Trados translation memories, including terminology work; Proofreading completed translations for completeness, layout, accuracy and spelling; Maintaining and updating computer files of all documents typed; Conducting reference searches using full-text retrieval systems and databases; Performing other duties as assigned.

Necessary Qualifications:

Completed secondary education;

A minimum of three years of clerical and typing experience, preferably within a text-processing unit, documents control, records management or conference services; secretarial training is desirable;

Excellent knowledge of English, with strong oral and written communication skills, including spelling and grammar at the professional level; knowledge of other OSCE working languages is an advantage;

Demonstrated knowledge of computer applications, including word processing, databases and spreadsheets; previous experience in using computer-aided translation tools, such as Trados, is highly desirable;

Ability to work under pressure to tight deadlines and with the flexibility to occasionally work overtime;

Demonstrated gender awareness and sensitivity as well as an ability to integrate a gender perspective into tasks and activities;

Ability to establish and maintain effective working relationships with people from different national and cultural background whilst remaining impartial and objective.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is EUR 3,470 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
