The Labour Mobility Manager will provide strategic and operational leadership to support the Foreign Employment Services, National Employment Centre (NEC), to ensure a quality supply of Pacific Workers in the PLS work-ready pool, coordinated and efficient recruitment activities to support employers and streamlined mobilisation and reintegration of workers. The position will be responsible for strategic stakeholder engagement to enhance the quality and quantity of workers available to employers, develop policies and processes and to increase overall labour mobility in the Pacific.

Under the direction of the Director, the Labour Mobility Manager will work closely with the Ministry of Employment, Productivity & Industrial Relations’ NEC team members to:

Required Qualifications:

  • Tertiary qualifications in Commerce, Economics, Human Resources, Public Administration, and International Affairs or equivalent (or with work experience).
  • A working understanding of current issues in relation to circular labour mobility, including related policy and regulatory frameworks, and the ability to translate these to implementation.
  • Extensive experience mentoring and leading teams to deliver high quality and timely results.
  • Experience in developing and implementing annual planning, budgets, and priority activities.
  • A demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (including partner government, civil society, and the private sector).
  • Experience working with employer groups, including industry groups, labour hire companies and trade unions to create demand for seasonal worker and longer-term employment.
  • Ability to produce high-quality deliverables within tight timeframes.
  • Demonstrated excellent marketing skills to promote the PLS scheme and negotiation skills.
