PROJECT DESCRIPTION

The “TB Innovations and Health Systems Strengthening” project is a 5‑year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale up TB and DR-TB prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

JOB SUMMARY

Reporting to the Strategic Information Advisor, the Knowledge Management and Documentation Specialist will be responsible for supporting the program and clients in the documentation and translation of strategic information to various audiences to ensure maximum utilization and impact. S/he will document programmatic and technical materials and development of project’s high-level legacy documents. S/he works with donor and partners to maximize local capacity and highlight programmatic effectiveness. S/he will provide quality support to technical teams on the appropriate use of FHI360 and USAID policies, procedures and instruments for reporting with ability to shape and edit programmatic and communications products. S/he Analyzes and interprets the output/results of the narrative reports with respect to the achievement of strategic and operational priorities.

KEY RESPONSIBILITIES:

  • Lead development, documentation and dissemination of tools, materials, reports, papers, and programmatic intervention, including process documentation tools and standards.

  • Work collaboratively with the country office and regional level technical teams to conceptualize, design and develop knowledge product documentation for learning and performance measurement system and advance strategic interests of the organization.

  • In coordination with the SI Advisor, work closely with donor and Government counterparts and other implementing partners to ensure activities are implemented according to standard operating procedures.

  • Support project technical teams in systemizing ‘best practice’ documentation of the project for learning and performance measurement system.

  • Conduct project-wide information needs analyses and designing learning activities in response to identified needs through a suite of initiatives, both remote and on-site.

  • Advocates and leverages both remote and on-site technologies and tools to improve knowledge management products.

  • Prepare reports summarizing project results including editing technical reports and documents.

  • Lead publications and deliver presentations during professional meetings and conferences

  • Conduct searches of published literature on evolving issues in the assigned technical area.

  • Monitor and maintains protocols, instruments, data sets, manuals, training materials, and reports.

  • Respond to requests and inquiries from internal and external staff.

  • Document quality technical briefs, reports, or other necessary materials to facilitate programmatic and research best practices, policies, and procedures.

  • Assist with the implementation of research studies by monitoring and documenting processes.

  • Conduct analysis of program implementation to identify areas for improvement and propose appropriate technical strategies and guidelines.

  • Develop strategies and tools for the design and implementation of specific technical components, including process documentation tools and standards.

  • Develop and monitor work plans.

  • Perform other duties as assigned.

    MINIMUM REQUIREMENTS

    • Filipino national or legal resident of the Philippines.

    • Strong knowledge of concepts, practices, and procedures with providing technical support for programmatic studies.

    • Establish compelling learning and communication plans.

    • Excellent oral and written communication skills.

    • Excellent and demonstrated knowledge management and utilization skills.

    • Ability to influence and collaborate with internal and external stakeholders.

    • Demonstrate proficiency with using Microsoft Office Suite required and other cutting-edge technologies as appropriate.

    • Ability to interpret strategic information and prepare quality reports aligned with donor and organizational requirements.

    • Ability to problem solve and implements corrective action as needed.

    • Demonstrate good judgment in selecting methods, techniques, and evaluation criteria for obtaining communication related results.

    • Able to communicate in a clear, positive fashion with clients and staff.

    • Experience working in USAID programs in Asia, particularly in the Philippines is an advantage.

      WORKING CONDITIONS AND TRAVEL REQUIREMENTS

      • Usual office working conditions.

      • Ability to travel domestically at least 25%.

        EDUCATION/EXPERIENCE

        • Bachelor’s Degree or its international equivalent in Health, Human Development, International Development, Social Sciences, or related field. Master’s degree is an advantage.

        • Typically requires 5 to 8 years of relevant work experience in communication and programmatic documentation domain.

        • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

        • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

        • Must be able to read, write, and speak fluent English.

        • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
