As a UNFPA Junior Professional Officer, you would be joining the efforts to eliminate sexual violence in conflict. VERY IMPORTANT: This position is funded by the government of Sweden and is only open to nationals from the list of Swedish Development Partner Countries in the detailed requirements for this position.

Background

The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance. It gives them an opportunity to acquire professional knowledge in population projects in a developing country.

UNDP Bosnia and Herzegovina has a long-standing experience in various projects supporting vulnerable women and youth. The current 6-year Conflict-Related Sexual Violence project is in the phasing out stage in 2021, while efforts to address the fragile GBV structure, exposed during the Covid-19 pandemic. The work on CRSV has exposed the need for greater involvement of youth in efforts to combat stigma against CRSV survivors, as well the need for wider peace and reconciliation efforts.

UNDP BiH will continue to support both processes relating to empowerment of women, and infrastructure to support survivors, while at the same time supporting transformative approaches towards peace and reconciliation.

Methodology of Supervision:

The UNFPA Representative and/or UNFPA Assistant Representative, and the JPO Focal Point at the UNFPA Headquarters for career development and administrative issues.

Content and Methodology of Supervision: 1. Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis.

2. The functions of all staff and what is required of the JPO and how this relates to the overall mandate of UNFPA will be explained.

3. All necessary information, rules, policies, equipment and other tools required will be provided.

4. The JPO will have opportunities to use his/her skills and abilities fully and to contribute to the work of the office to the best of his/her abilities.

5. Supervisors will take an overall interest in the JPO’s development and provide encouragement and advice on how the JPO can realize his/her potential.

6. There will be opportunities for the JPO to express his/her views on work-related matters.

Learning Elements:

Upon completion of the two-year assignment, the JPO will be able to:

  • Appraise and prepare projects addressing CRSV, GBV and interlinkages with youth and peace interventions;
  • Write assessment reports on the subject of CRSV, GBV and youth empowerment;
  • Monitor progress in programme using UNFPA Monitoring and Evaluation Tools
  • Prepare project budgets on the basis of Country Programme Action Plan targets.

Duties and Responsibilities

  • In collaboration with UNFPA staff, Government counterparts, advisers, NGOs and other partners contributes substantively to the formulation and design of the country programme projects and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Ensures quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Analyzes and interprets the political and social environment relevant to survivors of Conflict-related sexual Violence (CRSV) and survivors of GBV, specifically focusing on stigmatization of survivors, their offspring and families, inter-generational transfer of trauma and social cohesion in divided communities or those deeply impacted by the war-related pain and trauma. Keeps abreast of new policy developments and strategies, analyzing policy papers, strategy documents, national plans, civil society and faith-based organizations initiatives, and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks that tackle the issue of conflict-related sexual violence and the position of survivors in the society.
  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
  • Expedites and provides direct support to coordination of project implementation establishing collaborative relationships with executing agencies, experts, government counterparts, civil society and faith-based organizations and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
  • Assists UNFPA team in monitoring and evaluating implementation of various CRSV/GBV interventions as well as inter-linkages with youth and peace portfolio (specifically – utilization of arts and culture; media and IT; and activism and entrepreneurship as primary tools to transform norms and values that underpin violence and that affect community cohesion).
  • Helps create and document knowledge about current and emerging development trends in the area of provision of care, support and justice to survivors of conflict-related sexual violence and GBV, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Assists advocacy and resource mobilization efforts of the Country Office relating to conflict-related sexual violence, GBV, youth and peace interventions, by preparing relevant documentation, i.e. project summaries, conference papers, speeches and communication materials, donor profiles and participating in donor meetings and public information events.
  • Provides administrative, financial and logistical support to Gender Equality and Youth Programme Component programme-projects.

Required Skills and Experience

Education:

  • Postgraduate degree in social sciences or related fields with specialized knowledge in the field of population and development, demography or a related social discipline

Work Experience:

  • At least 2 years of experience in following issues: peacebuilding, human rights, reconciliation, gender equality, minority rights etc.
  • Prior experience in development in developing and/or middle income countries is an asset.

Language proficiency:

  • Fluency in English. Knowledge of one of BiH official languages is an is an asset, but not a prerequisite
