The NPSA holder will work closely with and report to HEART Cluster Manager under DGPRU Unit. The incumbent will assist UNDP in collaboration with Directorate of Prevention and Vector and Zoonotic Infectious Diseases Control (P2TPZ), Ministry of Health to develop data lake of Vector and Zoonotic Infectious Diseases information system He/She will implement activities such as technical workshops, develop data lake architecture and closely working with Data and Information Center and Digital Transformation Office in MoH.

Programmes under  Directorate P2TPZ such as Malaria, Rabies, Dengeu Fever, Filariasis, and other zoonotic deases. Each program develop their information system and the Directorate planned to develop one data system to strengthen and improve data management, dashboard, suporttive supervision in directorate level and provide inputs based on evidence.

UNDP and Directorate of P2TPZ looking for IT officer  to develop one data for Directorate of P2TPZ and coordinate sub directorate under the directorate, and with data and information center of MoH, including the Digital Transformation Office (DTO) to ensure better connection in each system and strengthen the platform.


institutional Arrangement

The direct supervisor of this activities is Project Manager HEART. She/He will work closely and report to the HEART Project Manager, Director of P2TPZ. The organigram in Annex shows the position of this function within the office and unit structure.

 

1.    Supports knowledge building and knowledge sharing focusing on achievement of the following results:
•    Improve coordination of sub directorates under P2TPZ Directorate regarding one data health information system improvement related to Vector and Zoonotic Infectious Diseases. Currently, there are several information system applications that have been developed by each sub directorate under P2TPZ, namely SISMAL for Malaria, Silantor for Surveillance of vectors and disease-carrying animals, etc. All these information systems need to be integrated into a P2TVZ Information System. An IT Officer will carry out these coordination activities so that they can facilitate the process of big data creation, data transfer, data integration, and application development.
•    Impelement workshops and trainings on one data information system for P2TPZ One Data development for Vector and Zoonotic Infectious Diseases. The IT Officer is also expected to be able to increase the capacity and knowledge of each previous Information System program holder on how to develop a data input module, provide input regarding the concept of integrating all existing data, and how this data can support surveillance and policy making activities.
•    Support the development and maintenance of the One Infromation System of Vector and Zoonotic Infectious Diseases and hand over to the Directorate of P2TPZ. The IT Officer is expected to be involved in development, monitoring progress, submitting source code and intellectual property to the Director of P2TVZ, and provide maintainance of this integrated one information system application.
•    Contributions to knowledge networks and communities of practice. It aims to share information with government partners, stakeholders, UN Agencies, and communities regarding lessons learned on the development and integration of the information system.
•    Participation in the trainings for the operations/ projects staff.
•    Supporting administration and documentation of learning or training material for UNDP Country Office.
•    Effective contribution to sharing information regarding learning, career and talent development programme of UNDP and  any learning and knowledge sharing in gender analysis and gender mainstreaming.

Minimum Qualifications of the Successful NPSA

Min. Academic Education    

Bachelor's degree in informatics, Computer Sciences, or other related fields. Master's degree in relevant area is preferrable.

 

Min. years of relevant Work experience     

•    2 years of relevant work experience in the field of information system for bachelor's degree or no experience for candidate with master's degree
•    Experience in providing technical support in private companies and/or IT start-up companies.
 

Required skills and competencies    

•    Creative problem solving and ability to work in a team with positive attitude
•    Solid knowledge on security concept of application systems and computer networks
 

Desired additional skills and competencies    

•    Preferably have extensive knowledge in collaboration, learning, and adapting concepts for health projects and telemedicine
•    Ability to communicate and give a good presentation, report, and able to work independently and in a team
•    Experience the implementation of OOP (Object Oriented Programming) and / or functional programming; and implementation of technology on the web front-end such as CSS (Cascading Style Sheets), Javascript, HTML would be highly desirable
