ITS Vice Presidency Context:
Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
Unit Context:
As a unit within the WB Operations and Corporate (ITSOC), the Data and Analytics unit (ITSDA) provides state-of-art information and technology applications to support the operations of the World Bank Group. Functions provided ensure that the systems meet the business needs of users and external clients to manage business processes for the World Bank. The current technology landscape encompasses Cloud-based data platforms (Azure and AWS), Oracle, SQL Server, Business Objects, Tableau, Cisco Information Server (Composite), SAP BW/Hana, Informatica, .Net, HTML 5, CSS Frameworks, SharePoint and many others. Our plans are to migrate our on-prem data repositories and re-engineer based on new Cloud architectures in the coming years.
ITSDA is seeking an IT Officer with strong technical skills, to help ITSOC reach its goals of optimizing its global delivery model. He/she will work as part of the Data Governance and Privacy team in designing and managing various aspects of the next-gen data platform that supports our data management, data engineering, data governance, data privacy, business intelligence, and data science teams. The team will also focus on creating new approaches to support the many emerging data needs across the Bank by establishing frameworks, patterns, and solutions that can be rapidly and securely deployed with embedded governance and privacy controls.
Duties and Accountabilities:
The candidate will work closely with the project manager on the following deliverables:
•Serve as the lead solution architect for the team in design and implementation of data applications on the Cloud.
•Evaluate multiple technologies and ability to develop decision frameworks.
•Work with clients to understand and develop their target cloud architecture needs
•Work on Cloud Service projects and deployed to Web Apps, Functions, Logic Apps, and IaaS.
•Good knowledge on Application Migrations and Data migrations from On-premise to Cloud.
•Experience with Service Oriented Architecture (SOA) and web service standards (REST, SOAP)
•Create and implement integration of Power BI content using Power BI embed APIs, configuring end-to-end SSO.
•Implement Web app and APIs for Portals and NET REST APIs for Azure Data Lake integration.
•Ability to keep up to date with Cloud offerings and solutions.
•Work across global delivery model teams in Chennai and Sofia.
•Experience in various development methodologies and Agile/Scrum principles.
•Participate in multiple complex programs at the same time in an agile environment.
Selection Criteria
•Master's degree in Computer Science, Information Systems, or a related technical field with 5 years relevant experience OR equivalent combination of education and experience.
•Certifications needed: Microsoft Certified – Azure Data Engineer Associate.
The candidate should have the following core skill sets:
•Hands on experience in Azure Cloud Services (PaaS & IaaS), Web Apps, Logic Apps, Azure Functions, Data Factory, Data Lake, Key Vault, SQL Server, Service Bus, Application Insights, Active Directory, Cognitive Services.
•Hands-on experience in .NET Framework 4.6/4.5/4.0/3.5, C#, ADO.NET, Entity Framework, LINQ, ASP.NET, AJAX, WCF, MVC, Web API, Angular, Bootstrap, jQuery, JavaScript, HTML5, CSS3.
•Strong understanding of technology management principles with good understanding of cloud-based platforms and best practices in data and analytics.
•Good understanding of application development lifecycle.
•Worked with clients to understand and develop their target cloud architecture needs.
•Hands on experience in Azure Cloud Services (PaaS & IaaS), Web Apps, Logic Apps, Azure Functions, Data Factory, Data Lake, Key Vault, SQL Server, Service Bus, Application Insights, Active Directory, Cognitive Services.
•Worked extensively on Cloud Service projects and deployed to Web Apps, Functions, Logic Apps, and IaaS.
•Experience in Service Oriented Architecture (SOA), with strong understanding of .net Frameworks.
•Cross platform services development experience with WebSphere Process Server with good understanding of SOAP, REST, JSON, WSDL, XML, DTD, XSD.
•Ability and flexibility to learn and adapt to a spectrum of data technologies running on multiple platforms.
•Hands on experience working with varying service protocols such as WS*, REST, JMS.
•Hands-on experience with at least 3 of the following Data Platforms

Azure Data Lake Gen 2
Azure SQL DB/Azure SQL Datawarehouse/Azure Postgres/ Azure Cosmos DB

•Well-rounded technology experience including 3 or more years of experience working in an Enterprise environment, large teams, and collaborating with multiple departments to deliver projects
•Experience with integration of Power BI content using Power BI embed APIs, configuring end-to-end SSO.
•Experience with Azure Web app and APIs to implement Portals and NET REST APIs for Azure Data Lake integration.
•Excellent organizational and time management skills and a keen sense of priorities.
•Strong written and verbal communication skills in English.
