ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes:

business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients;

empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and

resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context:

The ITS Rapid Application Development (ITSRD or RAD) offers fee-based services across the World Bank Group to help quickly solve specific business problems that fall out of scope from enterprise information technology solutions. RAD uses an accelerated, collaborative, and agile approach to develop these solutions for business partners by providing a full-service approach that includes:

  • Assisting clients to navigate the World Bank IT processes and procedures more efficiently;
  • Providing fast turnaround on software development and enhancements to new and existing applications that fall out of scope from enterprise IT offerings; and
  • Offering quality deliverables and scalable solutions for individual business needs

ITSRD is in search of an IT Officer, Business Analysis to lead the implementation of its projects, provide direction to Business Analysts located in Sofia and assist in the maintenance of the BA Center of Excellence. Located in Sofia, Bulgaria and reporting directly to the Business Analysis Team Lead, the IT Officer will be responsible for the following deliverables.

Roles & Responsibilities:

  • Lead overall business analysis, organize discovery sessions with stakeholders, gather, and document business requirements.
  • Provides direction to BA staff and contractors located in Sofia through mentoring and developing technical skills.
  • Act as a liaison between the client, development teams, and support team.
  • Add value by constantly looking for a better way to get more impactful results, ask probing questions to understand unmet needs, and advise clients on how to best meet their objectives.
  • Formulate and define project plan, scope, and objectives based on user needs through an understanding of business processes.
  • Work with others across the unit and VPU to define client needs, find appropriate solutions, and negotiate internally for needed resources and support.
  • Document changes to requirements throughout the project and route information following established guidelines and change control process.
  • Validate and obtain sign-off for functional requirements/specifications.
  • Contribute best practices to and maintain the Business Analysis Center of Excellence.
  • Stays abreast of new trends and developments in the business analysis field as well as what is occurring in the broader industry including agile development, data analysis, and quality assurance.
  • Support the development and delivery of user training.
  • Establish checkpoints and lists to ensure all required input is provided including wireframes, visual design aides and content mapping for all website projects.
  • Collaborate with QA team on analysis, planning, and implementation of test cases.
  • Conduct a review of RAD processing guidelines to support continuous Improvement and Innovation focused on creating value, reducing costs and improving performance.
  • Perform other related duties as required.

Selection Criteria

  • Master's degree with 5 years relevant experience or BA/BS in Information Systems or related field with a minimum of 7 years relevant experience in conducting structured discovery sessions, managing or leading projects, eliciting key information, and documenting business requirements, user stories, use cases, functional and non-functional requirements.
  • Masters in IT preferred.
  • In-depth experience in conducting business process analysis, mapping complex enterprise processes, activities, workflows and identifying gaps between current and future states.
  • Ability to synthesize and document large volume of data.
  • Proven ability to structure and prioritize requirements to allow iterative implementation.
  • Formal training and professional certifications in Business Analysis would be an added advantage.
  • Formal training, professional certification, and/or experience in Agile methodologies is a plus.
  • Experience in conducting project management tasks and creating project plans.
  • Prior work experience and familiarity with WBG IT systems.
  • High degree of knowledge in application development life cycles and quality improvement methodologies.
  • Highest ethical standards, personal integrity, effectiveness and demonstrated commitment to teamwork to complete tasks within deadlines.
  • Experience in working with data and exposure to one or more business process modeling tools such as MS Visio, etc.
  • Strong communication (spoken and written) skills, including the ability to advise and train users in the use of systems/applications and effectively prepare specifications and other written reports/documentation in a clear, concise style.
  • Excellent inter-personal and analytical skills.
  • Ability to multi-task projects and be part of a fast-paced team spread across different locations and time zones.

  • Experience in using Microsoft TFS, Axure, Adobe XD, or similar tools for requirements analysis, wireframing, and monitoring development.
  • Risk Management - Identifies potential risks and develops preventive plans for procedural activities.
