ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes:

business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients;

empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and

resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

WBG Finance ITS Unit Context

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank's Financial & HR services, which include Human Resources, Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

As a unit within the Finance ITS (ITSFI), ITSPS is responsible for Personnel Systems supporting over 16,000 staff of the World Bank Group. The unit supports the employee life cycle including Recruitment, Personnel Administration, Benefits, Compensation, Performance Management, Tax, Staff Receivables, and Payroll. More than 150 self-service transactions are available to staff so that Personnel transactions are standardized and efficient. Services provided by this unit cover all aspects of the IT life cycle from business requirements to implementation, ongoing operations and maintenance. High availability and accuracy of these applications are critical to managing Human Resources and running a global payroll system. ITSPS also supports the modernization agenda through HR Systems Renewal.

Job Description

  • Work as QA Practitioner/Tester for ITSPS team supporting various HR Initiatives.
  • Work in conjunction with US and India based colleagues to provide QA/testing support for various projects under HR Initiatives.
  • Work closely with Sofia based QA testing practice that will grow to 10+ QA testers and QA automation engineers for project needs.
  • Adopt the best practices and model defined by the QA testing practice.
  • Actively participate and contribute to the build-up of QA practice.
  • The incumbent will be expected to hands-on and be technically involved in all aspects of QA.

Responsibilities:

  • Participate in the project definition sessions and work closely with business analyst in understanding and reviewing the business and functional requirements and designs.
  • Schedule periodic reviews with business analysts, the technical team and other stakeholders to understand/clarify requirements for developing an effective testing strategy and test cases.
  • Create test estimation and timelines to aid in quantifying the effort/time required for completion of different testing phases.
  • Develop, maintain, and implement System, Integration and UAT testing strategy, test plans and test cases that are aligned to applicable standards. Ensure adequate coverage of code and requirements.
  • Create and maintain requirements traceability for each of the phases being tested.
  • Execute test cases in the required test environments and document test results and test evidences.
  • Maintain database of software defects and document anomalies and issues, proactively follow up with all stakeholders on their closure/remediation.
  • Identify test cases that can be automated and develop strategy to implement those test cases to WBG defined automation tools like Selenium by developing necessary scripts.
  • Provide guidance and support to project teams for access to unmasked data and coordinate fixing of issues.
  • Manage and coordinate project migrations between environments by ensuring all issues reported during testing are addressed before moving the objects to next environment.
  • Prepare dashboards, work status reports and issues details/remediation across different testing cycle.
  • Provide technical information for Change Requests meetings.
  • Provide regular updates to Project/Delivery Manager.
  • Identify, communicate and manage risks.
  • Participate in collection and review of quantitative data related to software testing and development activities for measurement and analysis.
  • Liaise with project stakeholders including IOS, EA, data privacy and performance teams to obtain the required clearance.
  • Provide necessary inputs to project manager while responding to Audit related queries and furnish adequate evidence to satisfy audit requirements.

Selection Criteria

  • Master's degree with 2 years relevant experience or bachelor's degree with a minimum of 4 years relevant experience in QA, Test and Automation.
  • Experience in Human Resources or Financial Accounting domains a plus.

Required Technical Competencies:

  • Must - experience with at least one software test suites like Selenium, Mercury, QTP, WinRunner, PeopleSoft Test Framework etc.
  • Must - Experience in one or more programming/scripting languages like Java, Groovy, JavaScript, .Net, Python, PHP for QA and automation needs.
  • Must - Strong knowledge SQL, PL/SQL, Shell/Perl Scripting, Unix Command, Windows Batch Scripting etc.
  • Must - Experience with tools like Toad, SQL Developer, Putty, etc.
  • Must - Working knowledge on Change management tools like Service Now, etc.
  • Nice to have - Experience with CI/CD tools Azure DevOps etc.
  • Nice to have - Experience with automation and configuration technologies such as: Jenkins, Chef, Puppet
  • Nice to have - Certification like ISTQB and CSTE will be a plus.

Note:

The selected person will be hired on two year renewable Term contract which can be extended based on business needs and performance.
