Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


Reporting Lines

Under the overall guidance of FAO Representative in Liberia, the technical guidance and supervision of the FIRST Management, and in close collaboration with the EUD, MOA and other stakeholders, the incumbent shall be responsible for developing a comprehensive framework and roadmap for public private partnership policy using policy development processes involving all relevant actors Specific.

 

Technical Focus

Develop a clear and comprehensive roadmap and framework for the Public Private Partnership Policy (PPP) Formulation Process in Agriculture Sector. PP

 

Tasks and Responsibilities

The incumbent will undertake the following:

•    Conduct an extensive review of the existing sectoral policies and legislations in relation to the preparation of a National PPP Policy to guide and encourage public-private ventures;
•    Find out the scope and nature of the existing PPP cooperation in the agriculture sector and analyse its future potential in line with the prevailing national policies in agriculture and other economic sectors;
•    List and analyse the existing development projects that collaborate with the public and private sector in order to evaluate their complementarities and policy coherence as well as potential gaps;
•    Steer the policy formulation while covering the following the food system approach and covering the factors (non-exhaustive): job creation, income generation, forestation, raw material development, export drivers, gender and youth consideration, infrastructure development, rural economic enhancement, climate change and corporate social responsibility; 
•    Identify the financial and investment gaps;
•    Analyse the public sector policies, regulations and programs facilitating private sector to operate in the country;
•    Analyse the public sector incentives, subsidies and support programs for specific agriculture commodities within the country;
•    Recommend roles and functions provided by each partner, including roles in governance, implementation, and evaluation of agreements in line with PADP and Private Sector engagement; 
•    Analyse and recommend measures and mechanisms to strengthen and attract both domestic and foreign sector investment in agriculture;
•    Use the most appropriate means (desk review, structured interview, phone interview, online survey, emails, skype or other forms of virtual contact/meeting etc.) to engage stakeholders in sourcing the right information to inform the policy development;
•    Propose a range of policy and institutional recommendations in compliance with PADP and on-going and upcoming projects and programmes designed to support their implementation;
•    Lead and organize joint MOA-FAO-EUD meetings / workshops and facilitate an inclusive consultation process with other line government actors/entities and private sector; 
•    Select the appropriate stakeholders to ensure that data and information collected reflect the national outlook;
•    Perform any other duties to ensure successful completion of the policy document for onward publication;
 


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Minimum of a master’s degree in Agribusiness, Agricultural economics, International Development, Public Policy or related field. 
•    At least 8-10 years of professional experience in Agribusiness, Agricultural economics, International Development, and Policy formulation.
•    Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for Consultants. Working knowledge of English, French or Spanish for PSA.

•    Extent of experience in Agricultural Economics, Agribusiness, Public Policy or related field

•    Ability and willingness to carry our multi and intersectoral engagements
•    Work experience in more than one location or area of work, particularly in field positions is essential
•    Demonstrated result based management capabilities with an ability to manage programme budgets and human resources.
•    Excellent communication, networking, written and presentation skills.
•    Familiar with United Nations System and/or FAO’s programming mechanisms.
