Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative in Liberia, the direct coordination and guidance of the Lead Technical Officer (LTO) and in collaboration with the Assistant FAOR-Programme, the International Project Coordinator will be responsible for the overall administration, technical implementation and day-to-day coordination and monitoring of the projects activities including budgeting, planning and reporting.

Technical Focus:

The International Project Coordinator will be responsible for the management and implementation of the project activities in accordance with the work plan and budget.

Tasks and Responsibilities

The incumbent will undertake the following:

  • Provide technical leadership on the implementation and evaluation of the project including detailed project plan with outputs, timeframes and accountabilities.
  • Lead the project technical management unit
  • Develop Terms of Reference for, and guide and assist the work of the Project Working Group and Steering Committee (PSC), while acting as Secretary of the latter.
  • Ensure the timely drafting of specifications and terms of reference as required (consultants, equipment, contracts, supplies, etc.) for different project activities;
  • Prepare and follow up on annual project work plans and budgets;
  • Manage the project monitoring system tracking output and outcome indicators as established in the project's Results Matrix;
  • Coordinate and manage the various project component teams;
  • Monitor and supervise the work of short-term consultants and contracts to ensure timely delivery and quality of outputs;
  • Lead and provide technical guidance to the project implementation, including:
    • Guide a comprehensive systems analysis of the research and extension in Liberia, including public and non-public actors to identify linkages problems, based on the FAO methodology;
    • Identify mechanisms to improve coordination and effective relationship within extension, and between research and extension;
    • Lead the review and update the existing policies and strategy documents of Extension and of Research to ensure a better articulation of roles and responsibilities and inclusive functional relationship for all key partners throughout the legal steps;
    • Support key national institutions to develop, prioritize and implement actionable improvement plans;
    • Guide the preparation, implementation and institutionalization of a capacity development programme related to the actionable improvement plans of research and extension institutions and actors;
    • Oversee the implementation of the capacity development programme in the business centres and in the field;
    • Oversee the activities related to enhanced coordination and communication between research and extension, foreseen in the project.
  • Provide periodic technical backstopping to project sites to ensure quality and effectiveness of project implementation: progress made according to approved objectives, plan of action and budget
  • Lead, organize, provide technical backstopping and ensure quality of written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications relevant to the projects
  • Initiate and coordinate communication and outreach activities;
  • Conduct training workshops, seminars, etc.; makes presentations on assigned topics/activities;
  • Prepare progress reports of the project in adherence with donor requirements and submit project progress reports and other reports; Prepare relevant documents and presentations, project reports and deliverables.
  • Lead field missions, including provision of guidance to external consultants, government officials and other parties.
  • Act as focal person to establish relationships and communicate with, national and international partners and relevant institutions;
  • Perform other duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agriculture and rural development or related field.
  • Ten years of relevant experience in Agriculture Advisory Services and Research Systems development. Relevant experience in Farmer's Field school approach and in the planning and implementation of development projects and/or programmes,
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is essential
  • Extent of relevance of experience in rural advisory services, farmers' fields school approach, in planning and implementation of programmes related to agriculture development, agricultural extension and advisory services systems and institutional strengthening, and multi-stakeholder processes.
  • Record of supporting countries to reform research and extension at system level through evidence-based policies and institutional capacity development
  • Demonstrated result based management capabilities with an ability to manage programme budgets and human resources.
  • Ability and willingness to travel extensively in support of project implementation.
  • Excellent communication, networking, written and presentation skills.
  • Extent and relevance of knowledge and experience in working in the United Nations System and/or FAO's programming mechanisms.
  • Experience in developing and delivering training curricula to extension services and farmers is an asset.
  • Concise and sound communication capacity;
