Purpose of assignment & Background:

UNICEF Maldives Country Office (MCO), in collaboration with national partners, wishes to develop Country Program of Cooperation between the Government of Maldives (GoM) and UNICEF.

During the last four decades, the Maldives witnessed massive economic development and social transformation. The country steadily moved from a least-developed country to an upper middle-income country. Primary school enrolment moved from 15% to 96%, life expectancy increased by 30 years, and child and maternal mortality reduced from 48 and 200 to 9 and 44, respectively. However, many of the remote islands did not have an equal share of socioeconomic development while new social and health challenges started to emerge among children and young people. While some children suffer from stunting, many others are obese. Drug use, violence, against children, increase in crimes committed by children, and low levels of employment among young people are growing concerns. Given the unique small island state nature of Maldives, climate change and environmental protection are two key challenges that threaten the very existence of the over 1,190 islands of Maldives.

The country introduced many important national strategies, policies and programs. For instance, the country introduced a national social protection program and established the National Social Protection Agency (NSPA) to ensure social inclusion and protection, established a non-contributory national health insurance program that covers all citizens, developed a new child-centered national curriculum and is providing free education up to tertiary level, and developed a national strategy for drug prevention, rehabilitation and reintegration for children and young people.

Maldives' economy has been negatively impacted as a consequence of the COVID-19 situation and high debt (2020). The impact of climate change felt over the past few decades affecting the social indicators in the country can not be underestimated. Maldives is at crossroads in its development with both opportunities and challenges as highlighted above.

The current program of cooperation (CPD 2016 - 2021) had to be extended for one year due to the global pandemic on COVID-19. Initial preparation for the development of the new country program document was already underway with the situation analysis (SitAn). The SitAn is currently undergoing a revision and being updated to reflect the impact of COVID-19. We expect to conclude the SitAn by the end of March to move ahead with the development of the CPD. The development of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 for Maldives is also currently well underway.

The process of developing the cooperation framework and country programme is directly guided by the Government Strategic Action Plan (SAP 2019 - 2023) and National Resilience and Recovery 2020 - 2021.

Purpose of the assignment

In order to align to the Government Strategic Action Plan (SAP 2019 - 2023) and National Resilience and Recovery 2020 - 2021 the UNSDCF and the UNICEF Maldives CPD were both extended by one year up to 31 December 2021. UNICEF is preparing the next CP, in close consultation with Government, UN and other partners, which will run from 2022 to 2026. The CP is developed in tandem with UN agencies working on the next UNSDCF development, the UNICEF new Strategic Plan 2022-2026 (Pending) and Agenda 2030 - Decade of action-SDGs.

This terms of reference (ToR) focuses on the purpose, scope and process for elaborating a new human rights-based, SDG-centered, equity and life-cycle-focused, gender-sensitive and risk-informed Country Programme Document (CPD) for the Republic of Maldives.

Methodology

UNICEF Maldives is following the updated Procedure on the Development, Review and Approval of Country Programme Documentation (FRG/PROCEDUR​E/2017/002)​. The new Maldives country Programmes that will be submitted to the Executive Board in February 2022. Maldives Country Office (MCO) has already started activities to undertake SitAn, the Strategic Position Evaluation of MCO is at the finalization stage the next step will be the validation of programme strategies, which will involve extensive reviews with all stakeholders to identify levels of coverage of key interventions for each sector, identify bottlenecks and barriers for increased coverage, change in programme environment, identify new development priorities.

This includes consultation with diverse groups including experts, UN agencies, partners, donors, civil society organizations and private sector actors, as well as the requirement of organizing Result-based Management training for a critical mass of MCO staff, the development of Programme Strategy Notes for each programme component/outcome within a Country Programme, to describe the multi-year strategies that UNICEF will pursue to achieve the results outlined in the CPD as per Guidance on the Development of Programme Strategy Notes (FRG/GUIDANCE/2017/001)​

To ensure a participatory consultation process which is aligned with new corporate guidance, UNICEF Maldives wishes to engage an international consultant to facilitate the discussions on the development of CPD 2022-26 in the internal reflection meeting, the SMR (Strategic Moment of Reflection) as well as the CPD validation workshop, and other meetings if required in future. The role of the consultant will be to support the programme team or working groups to develop the Theory of change and Programme strategy Notes, as well as all document needed for the formal submission to the board (CPD draft, letter of endorsement by the Government, etc). The Consultant will have a leading role in facilitating and organizing the key-moment of the CPD preparation and liaise with other UN agencies, Resident coordinator offices and other consultants working on evidence products (such as SitAn and Country program Evaluation) but also importantly national strategic plans and frameworks.

Scope of work

The purpose of the consultancy is to facilitate the discussions on the development of CPD 2022-2026 through an internal reflection meeting, the SMR (Strategic Moment of Reflection) as well as the CPD validation workshop. Given the large number of participants in these meetings, an experienced facilitator is required to ensure the participation of staff and the strategic discussions set a clear way forward.

The international consultant will work closely with the PME Section and the senior management team and relevant section chiefs to conduct the following 5 phases: *** it should be noted that the timeline/months indicated below are only tentative and could be updated based on availability of selected consultant, travel restrictions in place due to COvid-19 or alignment with other UN-wide CCA and CF development timeline.

Phase 1: Initial "launch" of the process or

Internal Reflection Meeting (April - May 2021)

  • Familiarize him/herself with the findings of the SitAn and Strategic Positioning Evaluation, as well as gender review and the Analysis which are available.
  • Liaise with SitAn and CCA consulting team to identify the priorities and discrepancies.
  • Facilitate an initial Kick-off workshop to identify the key programmatic priorities and the structure in which the development of the CPD will be organized.
  • Participate remotely in all the Stakeholders', initial findings or dissemination workshops of key products (SitAn, CPE,) in order to have a global comprehension of all the key findings and evidence to support the programme development strategic choices.

Phase 2: Refresher RBM trainings (April - May 2021)

  • Define with management the key list of participants (including external partners) and format to organise the RRBM session
  • Develop or use UNICEF global resource materials for RRBM training, based on the existing RRBM revised package, but tailored to Maldives context and Focused on Theory of change identification (evidence-based, UNICEF value added, problem tree, causal analysis)
  • Co-Facilitate (with MCO RRBM TOT/trainers)
  • Rights and Results based Management workshops to be held between March and April 2021
  • Hold follow-up RBM clinics with additional staff, or sections/working groups to ensure a strong validity of theory of change assumptions to be reflected in the strategy notes

Phase 3: SMR (May - June 2021)

  • Develop agenda and resource materials for SMR.
  • Facilitate the SMR which is tentatively planned in May 2021

Phase 4: Drafting of the 4-5 Strategy Notes and Draft CPD (June - July 2021).

  • Support sections or working groups in elaborating their Theory of Change and drafting the Programme Strategy Notes (PSN) while also ensuring that Regional office and key HQ colleagues are consulted along the way (RO requires 2 weeks for review and inputs);
  • Hold additional RBM clinics if need be
  • Facilitate the CPD Validation Workshop involving UNICEF, Government, Development Partners and NGOs/CSOs, other key meetings if required
  • Support the office of the Deputy Representative/Planning, Monitoring and Evaluation Unit in drafting the new CPD.

Phase 5: Final CPD package (July - September 2021)

  • Review draft CPD and PSN to ensure the alignment with UNSDCF, the meeting discussions and provide strategic feedback
  • Ensure the documents are aligned and integrate findings from latest evidence pieces (such as COVID-19 analysis, Country Assessment, SERF, UNSDCF, UNICEF new strategic plan, government National Resilence and Recovery Plan 2021 - 2022 etc)
  • Ensure Regional office comments on the documents are addressed
  • Finalize with senior management the package to be submitted to the Board by Early October 2021 (including letter of endorsement by the Gov)

Additionally, the consultant will have to

  • Keep Deputy and the PME unit informed of CPD development progress by producing regular updates to be presented during CMT bi-monthly meetings
  • Keep channels of communication open with PME section which generates key data and other consultants' team (SitAn, CPE, and UNSDCF consultants) in order to ensure alignment of the UNICEF CPD with other processes.
  • Facilitate the other planning meetings if the needs arise in future
  • Participate and present general progress on CPD development in All-staff meetings or external audience
  • Liaise with other UN agencies currently updating their CPD (UNFPA, WHO, UNDP) and with RC office in the country to integrate inputs from the Common Country Assessment and New UNSDCF into the preparation of the new UNICEF CPD.

Deliverables and Schedule:

As per UNICEF policy, payment is made against approved deliverables.

Scheduled payments payment upon completion of the tasks/activities (deliverables) in the agreed work plan. Each deliverable is linked to the above-mentioned phase. Payments will be approved by the head of PME unit in consultation with the Deputy representative.

Reporting requirements

The firm/consultant will report to the Deputy Representative, and work closely with the UNICEF-Partners technical committee chaired by the Representative. The international firm/consultant will conduct consultations with all groups involved in the preparation of the CPD, this includes, and is not limited to : Heads of sections and core UNICEF staff, Governmental counterparts, experts, UN agencies, partners, donors, civil society organizations and private sector actors, Consultants working on the Situation Analysis, the UNICEF Country Program Evaluation, and the UNICEF Gender review, but also consultant working on other UN agencies Country programs, and on the UNSDCF.

The Consultancy is expected to take place from March 2021 to August 2021 with a minimum of 3 missions in Maldives* and the remaining of the work being home-based, for a total of 80 working days.

* it should be noted that this requirement could be updated based on travel restrictions in place due to Covid-19 in Maldives or from the home-country of the selected candidate

The Consultant will provide an update on a bi-weekly basis (by email and/or Skype) with regards to progress, challenges encountered, support required and proposed solutions.

The performance of the contractor will be regularly reviewed throughout the assignment, with formal evaluation being conducted at the end of the Contract.

The final report should be of high quality, in publishable format (although it may require minor adjustments by professional designers beyond the scope of the SitAn contractor).

Travel:

For individual consultants - Approved travel within Maldives will be covered/reimbursed by UNICEF as follows.

Air tickets to be purchased by the consultant from approved airlines and reimbursed by UNICEF; per diem at 75% of the applicable UN Maldives DSA rate (for the whole night spent outside the place of assignment), on a reimbursable basis; taxi/transport costs to and from the airport, on a reimbursable basis supported by the submission of original invoice/bill/receipt. All reimbursables to be included in their respective invoices.

For institutional companies- the travel cost is to be embedded into the price proposal.

Estimated duration of contract and deadline for submission of end-product: 10 months maximum

Qualifications or specialized knowledge and/or experience required

The required background, experience, and competencies for the consultant are as follows: A multi-disciplinary consultant with expertise in meta-analysis and proven expertise in the minimum analysis expected detailed in the key activities and tasks.

The consultant should meet the minimum following criteria:

Education: PHD or Masters Degree in Social sciences, project/programme management or other relevant disciplines, with specialized training in areas such as planning, monitoring and evaluation, social statistics.

Experience:

  • A minimum of 8 years of professional relevant experience and proven expertise with planning and development, including strong understanding of UN's relevant Programming Guidelines on UNDAF/UNSDCF process, UNICEF CPD process, Gender Equality, Human Rights Based Programming (HRBP) approach, Life cycle approach programming, Capacity Development, Environmental Sustainability and Results Based Management (RBM)).
  • Previous experience in facilitating (virtual) meetings with large number of participants
  • Strong writing and analytical skills for quality report writing (sample of a recent analytical report will be requested)
  • Strong presentation and communication skills in English (fluency required);
  • Strong coordination skills and ability to adhere to deadlines;
  • Previous work experience with UNICEF in a similar capacity is an advantage.
  • Familiarity with integrated programme design is required.
  • Familiarity and ease of working with communication tools/platforms and remote facilitation of sessions in an engaging manner.
  • Previous experience in linking CPD with the new UNSDCF will be a definite asset
  • Previous work experience in the Maldives is an advantage
