To respond to education challenges of out of school adolescents, the Integrated Programme for Out of School Adolescents (IPOSA) was developed in 2018 by the MoEST through the Institute of Adult Education to provide a second chance education for the out of school adolescents The IPOSA programme was developed as part of the Education Sector Development Plan (ESDP) (2016/2021) and the National Inclusive Education Strategy (2017/2021), aiming at improving accessibility to education for adolescents who missed the basic education opportunities in the formal education system or dropped out. IPOSA aims at enabling youths and adolescents to acquire knowledge, skills and self-perspectives which would enable them to contribute fully to social and economic development

Over 18,000 adolescent girls and boys were registered in IPOSA programme since its commencement in 2019, however the programme has not been evaluated since its establishment. It has been gaining ownership within the government and attracting several donors who are also interested in supporting the programme. For the impact to be evident, the evaluation needs to gauge the information on the impact of the programme on adolescents that were part of it in comparison to the other adolescents who did not participate in the programme. Being a UNICEF supported programme, this evaluation will provide a room for the organizational learning particular on return on investment and inform decision making. Moreover, there is increasing government’ interest to expand the programme and scale it up nationally. Thus, the need to conduct an evaluation which will inform Government, donors, UNICEF, and the community about the relevance, effectiveness, efficiency, impact, and sustainability and scalability of the programme.

The purpose of this consultancy is to conduct a summative evaluation of the IPOSA programme, to determine, identify, and understand the cause-and-effects (what difference did the IPOSA programme made so far?) and the impact of implementing the programme, providing key recommendations for scaling-up of the programme. To achieve this purpose, the objective of the evaluation of the IPOSA programme is to determine whether this programme should continue i.e. unveil its relevance, efficiency, effectiveness, coherence, impact, potential for sustainability and provide recommendations for scaling-up of the programme. The evaluation will be conducted in 7 regions that have been implementing IPOSA for the past 4 years : Iringa, Njombe, Mbeya, Songwe, Tabora, Kigoma and Dar Es Salaam

How can you make a difference?

The consultant is expected to deliver a comprehensive and rigorous evaluation for the IPOSA program using all 5 evaluation criteria as elaborated below:

 Assess the Relevance The consultant shall describe whether the objectives of the programme are aligned with the actual problem in the community and other existing government programs in the community such as the Community Rehabilitation Program? Overall, the consultant should be able to address the following questions: To what extent are the objectives of the IPOSA programme still valid? • Are the activities and outputs of the IPOSA programme consistent with overall policy goals and objectives intended for the targeted groups? Is IPOSA responding to the actual community needs for skills development Assess the Effectiveness The consultant should be able to explain and discuss the following: To what extent are the objectives of IPOSA programme have been achieved or are likely to be achieved? When measuring the objectives, indicate the following:  Percentage of registered learners compared to the targeted number per given year disaggregated by gender  Percentage of centers established in each district compared to the total number of schools/villages in the district. Enrolment rates in the IPOSA program disaggregated by gender and family background  Completion rates disaggregated by gender Transition rates from IPOSA program to the work life/self-employment disaggregated by gender Case studies of those who graduated from the IPOSA program  What are the major factors influencing the achievement or non-achievement of the IPOSA objectives?  Is IPOSA program doing the right thing in terms of targeting the right beneficiaries and implementing the right type of interventions. If yes, document the lessons, if no explain what is not working right and how it should be changed.  Is the best interest of the child being considered during the implementation of the programme Assess the Efficiency The consultant is required to measure both qualitative and quantitative outputs in relation to inputs. This will require a comparison of different alternative approaches to achieving the same outputs and see whether the most efficient process has been adopted. When evaluating the efficiency of the program the consultant needs to consider the following questions  Were activities cost efficient? Were objectives achieved on time? Was the programme or project implemented in the most efficient way compared to alternatives? What else could have been done to ensure value for money? Describe the Programme Impact The consultant will describe and analyze the following: How many lives of out of school adolescents have been improved through the programme? What changes has been observed in the community because of the programme,  Who has benefitted and what are the spillover effect of the programme to the beneficiaries?  How is the programme affecting any other existing programme or formal learning system in the areas it is being implemented? What is the reach of the programme? To what extent has the program contributed to or resulted in protection related risks or outcomes in schools? Describe the coherence of the programme How well does the IPOSA programme fit into the broader sector interventions? To what extent is the IPOSA coherent with other interventions which have similar objectives?  To what extent is the IPOSA coherent internally? How are the various components of the same intervention operating together to achieve its objectives? To what extent is the IPOSA coherent with national policies, strategies and plans? To what extent is the IPOSA coherent with international obligations? Assess the Potential for Sustainability and Scalability The consultant will analyze the extent to which IPOSA programme will have long lasting impact even after the pull out of financial support to the programme. The consultant needs also to analyze the extent to which the programme is likely to be scaled up countrywide, and necessary steps for scale up. The consultant will particularly pay specific attention to the following.  What is the likelihood that IPOSA programme will continue to run even after pulling out financial support?  What factors are most likely to affect the continuity of IPOSA should there be a pull out of financial support from donors?  What progress has IPOSA made, beyond the original plans and UNICEF support?  What is the potential for IPOSA programme to be scaled up countrywide? What are the key ingredients for IPOSA scale up countrywide? The consultant should also describe and document the various delivery models that are commonly applied in the IPOSA centers and describe the effectiveness and efficiency of each The evaluation should at least use, but not limited to the following methods: Field visits to the selected IPOSA centers, districts, regional and central government offices. Observations in selected IPOSA Centers: centers may require to be observed on how they are operating. Questionnaire administered interviews: This is necessary to be included in the design and questionnaires can be administered in representative randomly selected samples of respondents Desk review of existing studies and reports including document review of programme strategies, policies, and other relevant documentation to generate comprehensive information in order to further refine and unfold this ToR and develop the Inception Report; Key informant interviews: interviews with community and religious leaders, other influential leaders, members of community structures, parents, IPOSA facilitators, SIDO, IAE, MoEST and LGA staff at district, regional and central level Focus group discussions: This may include parents/caregivers, IPOSA facilitators and learners Validation workshop including feedback session to review and validate conclusions and recommendations with relevant stakeholders

To qualify as an advocate for every child you will have…

An international consultant with proven experience in conducting similar assignments in Education or another related programme  Advanced university degree in behavioral and/or social sciences, non-formal education, any idea on communication for development; education innovations, education programming; some training or practices on alternative learning pathways for skills development.  Proven qualification on conducting studies in alternative learning is an asset 10-15 years of progressive work experience in the education sector especially learning for most vulnerable and excluded children with proved competencies/knowledge of education sector in general.  Relevant experience in inter-disciplinary approaches in strategic communication, and development strategies, good knowledge of tools and resources to address issues of education for excluded children.  High quality writing skills, with proved experience in writing similar reports or national documents.  Strong analytical skills demonstrated in dealing with assessment and design of strategies/guidelines for complex education programmes; and  Knowledge of local development and global advances in skills development for out of school adolescents  Excellent written and spoken English is required, basic knowledge of Kiswahili is mandatory.

Contracts terms

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor

Evaluations :The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.

Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost.

Nature of Penalty Clause in Contract

If the reports and documents are not submitted according to the deliverables and timeframe stated in this TOR, payments may be withheld.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines as per agreed work schedule.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
