Background
"EU for Gender Equality in Albania: Implementation of the EU Gender Equality acquis" ("EU4GE") is a UN Joint Programme developed jointly by UN Women and UNFPA and funded by the European Union through the UN Albania SDG Acceleration Fund. This 2-year intervention reflects the EU commitment on gender equality as a principle underpinning its external relations within the framework of Albania's accession to the EU and with a focus on the negotiation process. With the overall aim of enhancing transposition of the EU Gender Equality acquis and achieving gender equality outcomes in line with the 2030 Agenda and the Sustainable Development Goals (particularly SDG 5), it focuses on strengthening gender and socially-responsive governance outcomes at central and local levels, in line with international human rights norms and standards such as CEDAW, the Istanbul Convention, and the recommendations of the Universal Periodic Review. Specific emphasis is placed on supporting the Government of Albania in responding to the significant and gender-specific socio-economic challenges which result from the measures to contain the COVID-19 pandemic. In doing so, the action adheres to the principles of international guidance on gender-responsive recovery.
Under its generic objective One - implemented at
central level - the UNJP will provide expert support for the integration of gender equality perspectives into sector dialogue, policy revisions, recovery programmes, and ongoing reforms. Ensuring that EU directives on gender equality are grounded in national strategies, action plans, structures, procedures, and implementation is central. The UNJP will ensure that sector-by-sector, EU legislation, directives, and best practice for gender equality are introduced to line ministries and coordinating and decision-making bodies through their routine work, effectively supported by respectively relevant gender equality mechanisms and instruments. Special focus is put on supporting reform elements in line with government priorities, EU Chapter negotiation, EU GAP III Objectives, and those most crucial for Albania's gender and socially-responsive COVID-19 recovery. Through making available and disseminating technical guidance, the UNJP will ensure that EU, EC and Un gender mainstreaming standards and regulations are available to key decision making bodies, such that central coordinating bodies are able to make evidence-based decisions and support enhanced integration of gender equality goals into national planning, strategies and action plans, and EU IPA III programming.
In order to technically support this process, UN Women will be recruiting an International Gender Expert to prepare and package a set of succinct, user-friendly guidance materials that provide concise information on how to integrate gender equality goals into selected sectors and policy areas, in line with existing EU, EC and UN gender mainstreaming documents, including EU GAP III. The International Gender Expert will be supported by national gender expertise to ensure that country-specific information and national gender data are available for reflection in the materials.
Duties and Responsibilities
Under the overall supervision of the Programme Specialist/Head of Programme Unit and the direct supervision of the UN Women EU4GE Project Manager, and in collaboration with national gender expertise, the internationalgender expert is responsible for performing the below key activities:

2. Designing outline of generic gender mainstreaming guidance document
3. Drafting of at least eight generic sector-specific gender mainstreaming guidance documents in line with EU, EC and UN (and related bodies) latest guidance and knowledge documents on gender mainstreaming for use in (pre-)accession countries
4. Adapting generic sector-specific gender mainstreaming guidance documents to the country-specific context, in collaboration with national gender expertise
5. Reflecting comments and feedback on draft country-specific gender mainstreaming guidance documents, finalisation
6. Preparation of a presentation on the sector-specific guidance documents for specific audiences
Duration and remuneration: The duration of the contract will be for a period of 5-months starting from May 2021, with an estimated
30 working days. Payment will be made in two installments upon satisfactory completion of tasks and deliverables, submission of timesheets, and approval by UN Women.

Evaluation of applicants: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
Technical Evaluation -70 points:
Financial Evaluation - 30 points
Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow: p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
