Background:

The Government of the Republic of North Macedonia is committed to preventing, controlling, and eradicating the proliferation of Small Arms and Light Weapons (SALW) in accordance with international initiatives and standards, and as underlined in the National SALW Strategy. The OSCE Mission to Skopje jointly with the Ministry of Internal Affairs (MoIA), identified certain gaps hampering implementation of the strategy, and developed a project to address the identified needs.

The project targets three priority areas as identified by the MoIA, namely: (1) improve coordination and inter-agency co-operation mechanism of the National SALW Commission, (2) build detection capacity of the K9 assets, and (3) increase the capacities of national authorities in raising public awareness on the dangers of misuse and proliferation of SALW. The support will be provided through organizing workshops, working group meetings, conferences and training courses; developing regulatory materials, guidance, training curricula, and upgrading the currently existing infrastructure.

Upcoming project activities will cover enhancing regulatory, operational and inter-agency co-operation capacities of the MoIA to combat SALW proliferation and misuse of firearms through: (1) Deactivation of SALW, (2) Explosive Ordnance Disposal, (3) Border Management and Customs Control, and (4) SALW stockpile management and security.

Objective of Assignment:

For the purpose of implementation of upcoming project activities, the Mission is looking to update its Consultancy Roster of potential candidates to provide temporary expert/consultancy assistance for the above needs in the area of SALW.

Applicants’ successful placement on the Consultancy Roster is subject to their meeting the minimum qualification and skill level, and does not express or imply any guarantee of engagement with the OSCE Mission to Skopje.

Duration of Assignment:

This is a Roster call. Duration of the assignment(s) depends on the specific tasks and deliverables.

Tasks and Responsibilities:

Consultancy services will be required within the following clusters of tasks, to be further specified in the additional Terms of Reference, including maximum number of days per engagement. Typical assignments may include, but are not limited to:

1. Combatting illicit trafficking of SALW:

a. Development of regulatory framework (Rulebook/Standard Operating Procedure/Manual) for the needs of specialized units of the Ministry of Internal Affairs and related National Authorities;
b. Organizing working group meetings and streamlining efforts of the participants of these meetings;
c. Providing analysis, operational support (including needs/feasibility assessments) and/or technical advisory on preventing and combatting illicit trafficking of SALW, ammunition, and explosives, in the following thematic areas:

• Risk analysis and management;
• Detection and seizure, deactivation, destruction of SALW;
• Investigation and tracing;
• Criminal procedures;
• Information management and exchanges;
• Coordination and cooperation on national, cross-border, (sub)regional, and international levels;
• Awareness raising.

d. Providing analysis, operational support (including needs/ feasibility assessments) and/or technical advisory in support of national capacity development to regulate, manage, and coordinate specific aspects of preventing and combatting illicit trafficking of SALW, ammunition and explosives, in the following areas:
• Organizational and managerial framework;
• Education/training framework;
• Infrastructure and equipment;
• Personnel/HR framework, including gender mainstreaming and career paths development;
• Information management;
• Physical security and safety aspects.

e. Providing analysis, operational support (including needs/ feasibility assessments) and/or technical advisory on preventing and combatting illicit trafficking of SALW, ammunition and explosives, inter alia, in the following contexts:
• Arms control and disarmament;
• Counter terrorism and organized crime;
• Border security and management;
• Reforms and cooperation in the security sector;
• Disaster risk reduction;
• Rule of law and human rights.

2. Mainstreaming Gender into SALW:

a. Considering the connection between armed violence and gender-based mainstreaming in the armed forces, law enforcement, security sector institutions, gender, and disarmament, gender and armed conflict, women, children, boys and girls in disarmament, non-proliferation and arms control;
b. Promoting gender mainstreaming goals and equal treatment for men and women during the work with national authorities.

Deliverables:

Develop work plan; Develop agendas for working group meetings and other related meetings; Develop and deliver regulatory framework documents and analysis; Develop and submit activity reports and final report upon completion of tasks; Set up, organize and deliver in person and/or online consultations with the project coordinator, project implementation team, national consultants and stakeholders.

Necessary Qualifications:

Mandatory:

Candidates having citizenship of or permanent residence of the Republic of North Macedonia are not eligible to apply; University degree in security/defense studies, law enforcement, political science, law, international relations, or similar. High school diploma with police administrative courses in relevant field and specialized subject area with five (5) years of additional qualifying experience may be accepted in lieu of the first-level university degree; Minimum five (5) years of professional experience at the national and/or international level of policing and/or security, including progressively responsible experience in security/safety management, police management, public administration, or military; Knowledge and understanding of standard policies and practices in politico-military dimension as well as transnational aspects of security in international organizations, and practical experience in their implementation; Availability at short notice, including travel to and within North Macedonia, flexibility and ability to work under deadlines; Adherence to high standards of professional integrity; Ability to establish and maintain effective working relationships with people of diverse national and cultural backgrounds, while remaining impartial and objective; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspectives into tasks and activities; Skills and experience in drafting reports and other documents; Computer literate with practical experience with Microsoft applications.. Professional fluency in English with excellent written/spoken communication skills; Knowledge of local languages in the geographical area of OSCE practical assistance projects in South Eastern Europe or Eastern Europe would be a valuable asset.


Desirable:

Experience in assessment of SALW-related issues within a law enforcement and/or security environment (police development); Experience and certification in weapons and/or ammunition stockpile management; Experience and certification in working with police or security K9 Units; Experience and certification in Explosive Ordnance Disposal; Experience and certification in working within border management and/or customs; Experience in consulting project managers, donors, and beneficiaries in an international environment would be considered an asset.

Remuneration Package:

Remuneration shall be based on established OSCE rates, depending primarily on the nature of required services (e.g. complexity, difficulty and amount of work to be performed and the level of expertise required).
