Background:

The global Spotlight Initiative, launched by the European Union and the United Nations, is a multiyear programme focusing primarily on the elimination of violence against women and girls (VAWG) by 2030. The programme in Timor-Leste is aligned with the National Action Plan on Gender-based Violence (GBV) and is implemented by UN Women, UNFPA, UNDP, UNICEF, and ILO) in collaboration with government partners and Civil Society Organizations. It is implemented at the national level and in the municipalities of Ermera, Viqueque, and Bobonaro.

Overall, the programme aims to ensure Timorese women and girls have the right to live a life without violence in a country that is inclusive and gender equitable. It aims to achieve this by targeted action on six pillars: 1) legislation and policies; 2) institutional strengthening; 3) prevention of violence; 4) available, accessible and acceptable quality services; 5) quality and reliable data; and 6) supporting women’s movements and relevant civil society organizations (Spotlight Initiative, n.d.).

Scope of work:

The consultant will support UNFPA Gender Team to develop harmonized data-based visibility products and community engagement module to raise GBV awareness of community. The scope of work and expected deliverables include:

Key deliverables:

  1. Design of a detailed work plan and develop IEC and visibility products for the Safe Space in the health facilities
    • Design of a work plan for the implementation of the deliverables for the consultancy as required by UNFPA.
    • Develop five (5) knowledge and visibility print products for the Safe Space facilities :
      • The consultant will provide technical support in the production process with the printing companies.
      • The consultant must include illustrations and infographics in the materials as requested by UNFPA.
      • The final printing files must be submitted in PDF format (high and low resolution).
      • UNFPA will provide texts and photos to produce the materials.
        • Production of one (1) short video of the Safe Spaces facilities for posting on UNFPA CO social media channels:
          • The consultant will produce one (1) short video on the Safe Spaces facilities with a duration from one (1:00) to one and a half (1:30) minutes.
          • The consultant will receive context information from UNFPA to develop the short video.
          • The consultant will need to be open to requests for revision for each video produced for maximum two times and complete the changes within a week of receiving the request.
          • The cost of music copyrights (if applicable) will be responsibility of the consultant.
          • Format and language: the consultant will hand over the short video with at least HD resolution (1920x1080 px) in Tetum language with English subtitles.
            1. Develop harmonized IEC materials based on 2 knowledge products (situation analysis, social norm study) produced in Spotlight Phase 1
