Role Purpose

The objective of the International Consultancy is to develop the completion report for the Remote Early Learning (R.E. Learning) project focused on improving the quality of existing (state and community) preschools in remote areas of Pursat province, Cambodia.

Purpose and Scope of the Assignment

The purpose of this assignment is to produce the completion report for the REL project implementation that will be submitted to Save the Children Korea. The completion report will include the achievements of the project during the course of intervention. A separate summary report will be produced based on information in the full completion report. Most information is available in the form of progress reports to donor, Logframe, baseline and endline evaluation reports. In addition to existing report, the consultant will support the project coordinators and a few project staff to explore further information when existing information is not sufficient.

Qualifications and experience

  • An internationally recognized postgraduate degree (Ph.D. degree preferred) in a relevant area (education, sociology, social demography, social psychology, development studies, gender studies, social work, etc.).
  • Strong academic and/or professional training backgrounds in research/evaluation, particularly qualitative methodology.
  • At least 10 years of experience in conducting evaluation including ECCD development program in the communities.
  • Experience in preparing project Implementation completion reports.
  • Be able to design the reports for publication in an attractive manner.
  • High level of professional writing in research/evaluation and project documentation and best practices and lessons learnt reports.
  • Demonstrated ability to work cross culturally, and with a range of stakeholders, including government.
  • Experience working in Cambodia.
