Work LocationAddis Ababa Expected duration4 Months Duties and ResponsibilitiesUnder the general supervision of the Chief of the Demographic and Social Statistics Section, African Center for Statistics and the direct supervision of the Statistician of the Section the; Successful Consultant will have the following list of duties and responsibilities: 1. Work with relevant staff at ECA (and other partners) to develop a programme of work and resource materials to be presented at the regional webinars to share experiences on the use of Administrative Registers for Population and Housing Censuses. Identify relevant countries that can present at the webinars and provide them with relevant guidance. 2. Support organisation and delivery of regional webinars to share experiences on the use of Administrative Registers for Population and Housing Censuses. Prepare a report documenting the key outcomes of the webinars including key recommendations for countries and partners. 3. Work with selected countries (2-3) to support documentation of country case studies on the process and requirements of constructing population registers used for administrative purposes and how to improve it for producing population statistics. 4. Develop an assessment tool kit including checklist for implementation of population registers. The tool kit is aimed at assisting countries seeking to develop administrative population registers to evaluate their readiness and understand the necessary preconditions to have in place before embarking on them and those with population registers to assess their status and quality including their potential use for censuses. Qualifications/special skillsPostgraduate degree in statistics, demography or related fields. Training in demographic data sources like censuses, civil registration, demographic surveillance systems and population registers will be essential. A minimum of 3 years of relevant work experience in in the areas of statistical capacity building, modernising statistical systems and production and analysis of official statistics IS REQUIRED Experience in supervising research students at postgraduate level undertaking dissertations in the field of demography mainly using census and civil registration data. Experience in undertaking advance statistical methods and interpreting the results from multivariable analyses. Experience in publishing research articles in renowned journals in the field of demography and population studies. Must have taught courses in demography at university at postgraduate level. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this consultancy assignment, fluency in English is required.
